Tender Details

Tenders are invited for Provision of a Patrol Boat and Two Mooringboats.

1. This invitation to tender follows the General Procurement Notice published in the newspaper "Le Soleil" dated January 11, 2019, published in the Senegal Government Procurement Portal and on the Port site. at www.portdakar.sn

2. The Autonomous Port of Dakar has provided, as part of its 2019 investment budget, funds to finance the acquisition of a pilot boat and two mooring boats, and intends to use these funds to make payments in respect of this future market.

3. The Autonomous Port of Dakar solicits closed bids from eligible candidates who meet the qualifications required for the design, construction and delivery of all duties and taxes paid on the Port of Dakar`s waterway. a pilot boat and two steel moorings, as well as a lot of spare parts 4000 hours of service for each unit. The supply will be in two (02) separate lots:
• LOT 1: 01 STEEL STEEL FEATURE;
• LOT 2: 02 STEEL LAMINATE FEATURES.

These stars assist in the entry, mooring and exit of ships hosted at the Autonomous Port of Dakar, in accordance with the regulations in force and under the conditions set by the Cahier des Clauses Généraux in the appendix.

4. The award of the contract shall be conducted by international competitive bidding as defi ned in the Public Procurement Code and open to all eligible candidates.

6. The qualification requirements are for each lot :
a) To be a shipbuilding yard (provide evidence that the company is actually a shipyard and a copy of the statutes of the company to be supplied);
(b) Have practical launching and stranding facilities such as a docking tank, synchro lift, crane or gantry crane with a capacity of 100 tonnes, equipped with handling and securing equipment for boat maneuvers naval vessels at least identical to the ships to be built;
(c) Have specialized workshops in boilermaking, mechanics, electricity, carpentry and other spaces for fitting out and assembling naval equipment;
(d) Have equipment for the digital cutting of steel sheets;
e) Have at least one shipbuilding engineer with a minimum of five (05) years of experience, attach his CV signed by the interested party with copies of the diplomas) and an internationally renowned naval architecture office having already designed 03 vessels of similar or more complex nature and value;
f) Provide certified financial statements or, if not required by the regulations of the country of the applicant, other financial statements acceptable to the Contracting Authority for the last three (3) years (2015, 2016 and 2017) demonstrating the the current strength of the candidate`s financial position and its long-term profitability;
g) Have a minimum of average annual turnover for shipbuilding activities of:
• lot 1: three billion one hundred and twenty million (3, 120, 000, 000) FCFA;
• lot 2: two billion eight hundred and eighty million (2, 880, 000, 000) FCFA.

(i) the tenderer shall demonstrate his experience in similar markets for the construction of pilotage and mooring vessels or other port servitude vessels classified by an international classification society (Lloyd`s, Bureau Veritas, DNV, ...) of more than (10) minimum steel meters as a contractor in the last five years (2014, 2015, 2016, 2017 and 2018). Provide for this purpose two (02) attestations of services made;
(j) have actually performed as an entrepreneur, or subcontractor in at least (5) contracts in the last five (5) years, each with a minimum value of one billion three hundred million (1300 million) CFA which have been satisfactorily performed and substantially completed, which are similar to the supply requested. The similarity will relate to the physical size, complexity, methods / technologies or other characteristics as described in the technical specifications;
(k) An applicable margin of preference of 15% will apply to Community undertakings and groups bringing together Community and non-Community companies.

7. Interested candidates may obtain a complete tender dossier against the non-refundable payment of fifty thousand CFA Francs (50, 000 FCFA) to the main treasury fund of the Autonomous Port of Dakar located in the Ex-building. COSEC. The payment method will be in cash.

9. Delayed offers will not be accepted. Tenders must include a bid guarantee in the amount of:
• lot 1: CFA 13, 500, 000;
• lot 2: 12, 500, 000 FCFA.
Offers must remain valid for a period of 120 days from the deadline for submission.
Bid guarantees must remain valid for 28 days from the expiry of the bid validity period.
