TheGovernment of Rwanda through LVEMP II is conducting a feasibility study and engineering design for a centralized sewarage system inKicukiro, Gasabo, Huye, Muhanga and MusanzeDistricts.
The purpose of the study is to facilitate future investment in wastewater treatment plant to collect wastewater and treatitto acceptable standards before discharge. Kicukiro, Gasabo, Huye, Muhanga, andMusanze Districts are some of the major towns that discharge wastewater into river systems that feeds into the Lake Victoria. LakeVictoria and its tributaries have suffered from increasing pollution from expansion of developmentactivities and population growth in the basin for the past thirty years. LVEMP II objectives and key outputs target at reducingpollution into the lake by reducing discharge of untreated effluent from municipal waste by supporting public investments, including: (i) rehabilitating and improving selected wastewater treatment facilities to reduce discharge of untreated effluentsinto the Lake, (ii) connecting primary treated effluent discharge to constructed/restored wetlands; and (iii) providing on-sitesanitation facilities. The objective of this consultancy is tocarry out Environmental and Social Impact Assessment for major LVEMPII proposedconstruction of sewerage systems in five Districts in Rwanda, namely: Kicukiro, Gasabo, Huye, Muhanga and Musanze Districts. Theconsultancy will carried out in two phases: Phase I will focus only on Kicukiro and Gasabo Districts and Phase II will focus onHuye, Muhanga and Musanze Districts only after the completion of their sanitation master plan. It is estimated that the work will require four months for each phase. Rwanda Environment Management Authority (REMA) nowinvites eligible consulting firms ("Consultants") to indicate their interest in providingthe Services. Interested Consultantsshould provide information demonstrating that they have the required qualifications and relevant experience to perform theServices.
The shortlisting criteria are: A. Experience in undertaking similarassignments (At least 10years of experience by the company and successful completion of at least3 similar assignments with provenreferences); A. Availability of staff with relevantskills in (i) Water and Sanitation withexpertise in preparation of sanitation, environmentaland social management plans, (ii) Environmental Engineering with expertise in Environmental Impact Assessment ofwater resources(iii) Socio-economy, (iv) Water Engineering with expertise in Environmental Impact Assessment of water resources, (v) Land Use Planning with expertise in resettlementmatters, and (vi) Institutional and Policy analysis with expertise in natural resource management;A. Working experience in Sub Saharan Africa.Knowledge and working experience in East African regionis an added advantage.
