Prequalification are invited for CEC AfricaSpecialist Energy Consultant
The power sector of Sierra Leone is undergoing a transition. The National Electricity Act (2011) prescribed the unbundling of

the vertically integrated utility the National Power Authority. The National Electricity Act repealed the National Power Authority

Act (1982) and established the Electricity Generation and Transmission Company (EGTC) and the Electricity Distribution and

Supply Authority (EDSA). While the unbundling process has been slow the Government of Sierra Leone (GoSL) continues to

be committed to reforms in the sector. In 2014 the Government appointed a Board of Directors for EDSA and in January 2015

the balance sheet for the utility was established. The GoSL is currently selecting a management contract to support the

operationalization of EDSA with support from the IDA of the World Bank Group.

The Project is the Phase One of the CECA project which would have a total capacity of 128MW and is being developed jointly

by TCQ Energy of the United Arab Emirates Lebanon and CEC Africa of Zambia together known as the Sponsors . The

Project will be located in an industrial zone in Freetown and is currently under consideration for financing by the International

Finance Corporation (IFC) and other financial institutions together known as the Lenders .

Phase One is to develop a 50 MW heavy fuel oil (HFO) power plant the CEC Africa SL HFO Power Plant (the Project )

under a 25 year power purchase agreement between CEC Africa SL ( CECA or the Company ) and the Electricity

Distribution and Supply Authority ( EDSA ) a stateowned electric utility of Sierra Leone.

The IFC requires the services of a Specialist Energy Consultant for this project. The Specialist Energy Consultants scope of

work will include: i) providing information on current and future status of the energy sector in Sierra Leone assessment of

demand for electricity analysis of power supply (generation transmission and distribution)

The IFC now invites eligible consultants to indicate their interest in providing these services. Interested consultants must

provide information indicating that they are qualified to perform the services (brochures description of similar assignments

experience in similar conditions availability of appropriate skills among staff etc).
