TERMS OF REFERENCE

1. Introduction

In collaboration with the African Water Facility (AWF), the Independent Development Evaluation (IDEV) of the African Development Bank (Bank) requires the services of a junior consultant in support of a range of assignment including the Evaluation of the African Water Facility Trust Fund under the general supervision of an IDEV/AWF Team Leader.

2. Objectives and tasks for the Assignment

The key objective of the assignment is to provide adequate and timely inputs to a number of assignments, including the Evaluation of the African Water Facility Trust Fund being undertaken by IDEV, by performing the following tasks:

? Documents gathering

? Desk reviews of relevant Bank documents and literature

? Data collection, analysis and presentations

? Participation in evaluation team meetings and discussions

? Organizing stakeholders meetings

? Drafting minutes of meeting, relevant briefs and syntheses


3. Undertaking other relevant tasks as required by the African Water Facility and AHWS management.

The consultant will report to the:

• IDEV team leader who will adequately brief and guide the consultant with regard the Evaluation of the African Water Facility Trust Fund;

• AWF team leader on other related assignments

4. Duration of the assignment

The assignment will last for six (6) months, starting in June 2019 and ending in December 2019. The consultant will be based in Abidjan, Cote D’Ivoire.

5. Qualifications and Experience required

The consultant shall have the following minimum qualifications and experience:

a. Masters’ degree in development evaluation, economics, statistics and policy management or a related field.

b. Relevant experience and skills:

• Having a minimum 2 and maximum 5 years relevant experience – including evaluation and/or research studies;;

• Work experience and knowledge of development issues in Africa;

• Knowledge and experience on quantitative and qualitative data collection and analysis methods and tools;

• Strong analytical and written communication skills;

• Strong computer skills in data collection, storage, retrieval, analysis and presentation;

• Fluent in written and verbal English or French, with a good working knowledge of the other language;

• Proficiency in personal computer and Microsoft products including Windows, Word, Excel and Outlook

c. The consultant should also be under 32 years of age.

6. Remuneration

The consultant shall be paid a total monthly lump sum, comprising fee, subsistence and other incidentals, for the duration of the assignment and commensurate with the number of years of work experience. In addition, for candidates who need to travel to take up this assignment, a return economy class air-ticket with the shortest route will be provided. The candidate will be responsible for obtaining personal health insurance at his or her own cost.
