Tenders are invited for Provide a Reliable, Sustainable and Affordable Electricity Supply to Rural Communities in Niger

More specifically, the project aims to increase access to electricity in rural areas through the development of rural solar-based electricity infrastructure.

The project comprises the following components:
• Component 1: Network and Solar Infrastructure Development;
• Component 2: Capacity building of the Executing Agency and project partners;
• Component 3: Master Plans for Decentralized Solutions;
• Component 4: Consultant Services for Supervision of Works;
• Component 5: Support to the Project Management Unit;
• Component 6: Financial Audit of the project;
• Component 7: Preliminary studies;
• Component 8: Environmental and Social Management Plan;
• Component 9: Communication, and information campaign.

The acquisitions of Goods and Works will be carried out in accordance with the Guidelines for Procurement financed by the Islamic Development Bank (May 2009 edition revised in February 2012). Contracts for consulting services will be awarded in accordance with the Guidelines for the Use of Consultants for projects financed by the Islamic Development Bank (May 2009 revised in February 2012).

Goods Markets:
Procurement of equipment, vehicles, IT equipment and the communication and information campaign for the benefit of the Project Management Unit (PMU) will be carried out through restricted consultation at national level .

Construction Contracts:
• Procurement for the construction of solar power plants will be by Open International Competitive Bidding ("ICB");
• Procurement for the construction of the electricity grid infrastructure will be carried out through International Competitive Bidding restricted to Bank Member Countries ("AOI / PM").

Selection of Consultants:
• Consultant services for the supervision of works will be procured through competitive bidding using the quality and cost-based selection methodology of consultants from IDB member countries (SBQC / PM);
• consultant services for the acquisition of the master plan for decentralized solutions will be procured through competitive bidding using the Quality and Cost Based Selection Method (QBSA);
• financial audit services will be procured through competitive tendering of national audit offices using the least cost selection method (SMC).
