Tenders are invited for Recruitment of a firm to Support the Agency for the Promotion of Community Initiatives in Education (APICED) for the Establishment of a Platform for Electronic Payment of Subsidies from Community Teachers.
1. The Government of the Republic of Chad has obtained additional funding (DON) from the International Development Association (IDA) for the implementation of the Education Sector Reform Support Project in Chad II ( PARSET 2). Part of this fund will be used to finance the services of a firm to accompany the APICED to the project of setting up an electronic payment platform for community teachers.
2. The services include: providing effective support for the study, definitions of the required computer interfaces, inventory of necessary IT equipment, implementation and commissioning and support for the implementation of mechanisms for efficient and effective electronic management.
In a specific way, the consultant will have to: (i) carry out architectural analysis of the virtual communication links between APICED and those of the mobile operators of the place; (ii) make an in-depth diagnosis of the existing IT logistics within APICED and propose, where appropriate, the reinforcement of equipment meeting the required standards capable of supporting the platform's management system; (iii) set up a technical platform management mechanism linked to an internet connection and computer cabling securing APICED's premises and in a functional link with the customer management system of the mobile operators that are Airtel and Tigo; (iv) set up the data base of the contextualisable platform according to the evolution of the Chadian education system based on information from the census of Community Masters; (v) test the operation of the CM career management platform and their monthly electronic payment by mobile operators on the basis of a sample to be developed in collaboration with the MENPC and mobile operators; (vi) ensure the training of staff recruited under the platform on the techniques of use and management of the platform's database; (vii) ensure the regular maintenance of platform equipment and protect access to the platform database by a codified computer security system.
3.The Ministry of National Education and Civic Promotion, through the Coordination of PARSET 2, invites eligible candidates (Cabinets) to express their interest in providing the services described above. The consultants (firms) concerned must have the following profi le: (i) be a legal person enjoying professional rights; (ii) be regularly registered in the Trade and Credit Register (RCCM); (iii) have several years of experience in the field of computer service and engineering (minimum seven (7) years of experience); (iv) have previously performed a number of similar tasks, particularly in the installation of management devices for a personnel and payroll database; (v) have evidence of past benefits; (vi) have a good knowledge and mastery of new information and communication technologies; (vii) be proficient in computer tools and state-of-the-art technology; (viii) have a panel of experts with the required technical profiles and accompanying actors in the mission.
4. A Consultant (firm) will be selected in accordance with the procedures defined in the new procurement framework, Procurement Regulations for Borrowers: Supplies, Works, Non-Consultant Services and Consulting Services. July 2016.
5. Interested Consultants may obtain additional information about the reference materials at the address below and at the following times:

• 7:00 to 15:00 hours: Monday to Thursday;

• From 7 am to 11 am: every Friday.
