Tenders are invited for Project Management (Development and Implementation) of Information, Education and Communication (IEC) Campaigns, within the Framework of the Rainwater Drainage Project of the City of Douala.
1. The Douala Urban Community (hereinafter referred to as "the Client") has received funding from the Agence Française de Développement ( hereinafter referred to as the "AFD") to cover the cost of the City of Douala's Rain Drainage Project, and intends to allocate a portion of the financing to payments relating to the Contract for which this Invitation to Tender (AO) is issued .

2. The Government Delegate is now seeking proposals from NGOs / International Organizations, in association with local NGOs / Associations, for the provision of the following consultancy services: Project Management (development and implementation) of information, education and communication (IEC) campaigns, as part of the Douala Rain Drainage Project, hereinafter referred to as "the Services". For further information on the Services, please see the attached Terms of Reference (Section VII).

3. A corporation will be selected by the Quality and Cost Based Selection Method ("QBS").

4. This AO includes the following sections:

- Section I Instructions to Consultants (IC);

- Section II Particular data;

- Section III Technical Proposal Standard Tables;

- Section IV Financial Proposal Standard Tables;

- Section V Eligibility criteria;

- Section VI AFD Rules Fraudulent Practices and Corruption Environmental and Social Responsibility;

- Section VII Terms of Reference (ToR);

- Section VIII Standard contract.

5. The WA may be consulted for free and withdrawn upon the presentation of a receipt for payment of the non-refundable amount of ninety thousand (90, 000) CFA Francs to the CAS Account - ARMP No. 33598800001 - 89 opened at BICEC agencies of the regional capitals of Cameroon and the agencies of Dschang and Limbe during working hours, at the Public Procurement Sub-Directorate of the Urban Community of Douala, located at laServiceMunicipale, located at 620, rue du Gouverneur CARRAS, on the 2nd floor of the BONANJO NSIA building, BP 43 Douala, Tel / .Fax: +237 233 4215 09, E-mail: [email protected] with copy to [email protected] and [email protected] as soon as this invitation to tender is published.

Each tenderer must attach to his administrative documents, a deposit of tender, in the form of certified check or bank check, drawn up by a first-rate bank approved by the Ministry in charge of Finance of Cameroon and whose list appears in the DAO (see Appendix G), for an amount of one million eight hundred thousand (1 800 000) CFA Francs, and valid for five (05) months from the date fixed for the opening of folds.
