General Procurement Notice for Project for the Improvement of Slums and Integrated Urban Development in the Djaga-Bouldhouq Area - 6 Component.
The project will include the following components:
Component A: Improving Governance through Institutional Strengthening: The objective of the component is to strengthen the institutional capacities of partner state agencies (DATUH, SIAF, Municipality and Local Government) through the development of systems, management tools and operational manuals in the areas of urban planning, land management, municipalities, monitoring and evaluation systems and communication strategy. The following procurements are planned under this component with the following procurement methods:
· Develop a new master plan for Djibouti: SFQC/PM
· Develop relocation operational manuals and procedures: SFQC/PM
Component B: Upgrading and restructuring of basic urban infrastructure in slums: The objective of this component is to improve access to services both in the Djaga-Bouldhouq district and in the municipality of Balbala (Site of Relocation) for the implementation of the strategy and other instruments. The following procurements are planned under this component with the following procurement methods:
· Develop a new site with all basic services - Roads and drinking water supply: International call for tenders reserved for member countries (AOI/PM)
· Basic infrastructure works in Djaga-bouldouq - Roads and drinking water supply: International call for tenders reserved for member countries (AOI/PM)
· Supervision of construction works: Selection based on quality and cost reserved for member countries (SFQC/PM)
Component C: Community Development Activities: This component aims to provide small grants to community members for development work in the project area.
Component D: Project Management and Coordination Unit: This component provides support to the project team, including the provision of vehicles, personnel and consultancy services. The following procurements are planned under this component with the following procurement methods:
- Recruitment of local and international staff: Recruitment of Individual Consultant (IC)
- Purchase of vehicles: Consultation of suppliers (CF)
Component E: CERC: This zero-value stand-alone component is incorporated into the project to allow current project resources to be used to cover emergency response activities in the event of a disaster, pandemic or major flood, etc. .
Component F: Audit: This component includes the services of an independent financial audit firm.
Procurements financed by the Islamic Development Bank will be carried out in accordance with the Guidelines for the Procurement of Goods, Works and Related Services under Projects Financed by the Islamic Development Bank (current edition) and are open to all eligible bidders, as defined in these Guidelines. Procurement of consultancy services will be carried out in accordance with the Guidelines for the Procurement of Consultant Services for Projects Financed by the Islamic Development Bank (current edition).
Specific procurement notices for procurements to be made by International Competitive Bidding (ICB) or International Competitive Bidding reserved for member countries (ICB/PM) and calls for expressions of interest for consultancy services will be published as they become available, on the IsDB website on the ARULoS website and in the newspaper “la NATION” www.dgmarket.com .
Pre-qualification of suppliers and contractors is not foreseen for the activities of this project.
