NOTICE GENERAL OF PROCUREMENT (AGPM) Republic of Niger Project for construction of an electric transmission line between the Kandadji Dam and Niamey 2NIR-0138 and NIR-0139 The Republic of Niger has obtained two financings totaling twenty-three million eight hundred thousand dollarss United States of America (US $ 83.8 million) in the form of and of the Islamic Development Bank to finance the Project for the Construction of a Double Dull Transmission Line. electrical energy between the Kandadji dam and Niamey. This project aims to secureNiger`s electricity supply, through the supply of about 600 GWh of clean, renewable, low-cost energy from the River region, the country`s main consumption center. The project will also contribute to reducing the cost of national electricity production. The com projecttakes the following components: - The construction of the 132-kV double-voltage high-voltage line between the Kandadji dam and Niamey (Gorou Banda substation) - The strengthening of the existing Gorou Banda substation through the installation of new transformers (132/66 kV 1x63 MVA and 1x30 MVA 132 kV / 20kV), - The realization of two travees lines 132 kV, - The realization of two traves 66 kV, - The equipment of the second circuit of the line Gorou Banda Rive Droite, - The support to the management unit, - Consulting services (Project management) - Financial audit. The purchases of Goods and Works will be made in accordance with the Guidelines for Procurement issued by the Islamic Development Bank (May 2009 edition revised in February 2012). The consultant services contracts will be awarded in accordance with the Guidelines forUse of Consultants in projects financed by the Islamic Development Bank (May 2009 edition revised in February 2012). Works Marches: Procurement of the supply and installation of the electrical line and reinforcement of the arrival station will beperformed by international competitive bidding with pre-qualification. Selection of Consultants: Consulting services for review of studies, assistance during the procurement and supervision of the project will be procured through a competitive process using the Selection method based onQuality and Cost (SBQC) of consultants from IDB member countries on the shortlist.
