Tender Details

Tenders are invited for Procurement of Pipes, Fittings and Accessories for LWSC.

1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Republic of Zambia, acting through its Government (the “Government” or “GRZ”) signed a Millennium Challenge Compact on May 10, 2012 (“the Compact”) that sets forth the terms and conditions upon which the MCC provided funding not exceeding Three Hundred and Fifty Four Million Seven Hundred and Fifty Seven Thousand Six Hundred and Forty United States Dollars (US354, 757, 640) to the Government (“MCC Funding”) for the Millennium Challenge Account program assistance to advance economic growth and reduce poverty in Zambia. The Government, acting through the Millennium Challenge Account-Zambia Limited (“The Employer”), intends to apply a portion of the MCC Funding to eligible payments under contracts for which the Invitation for Bids is issued. Any payments made under the proposed contracts will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC Funding. No party other than the Government and MCA-Zambia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. The Compact program will support the Lusaka Water Supply, Sanitation and Drainage (LWSSD) Project. The LWSSD Project will include infrastructure improvements for the intake/treatment plant, transmission lines, and the primary distribution network, along with specific interventions aimed at achieving reductions in unaccounted for or Non-Revenue Water (NRW); rehabilitation and expansion of certain water supply distribution lines; rehabilitation and expansion of certain sewer systems; and rehabilitation of specific drainage infrastructure. 3. MCA-Zambia (“The Employer”) is looking for a Contractor to achieve the Supply and Delivery of Pipes, Fittings and Accessories for LWSC.

4. This Invitation for Bids (“IFB”) follows the General Procurement Notice for this project that appeared in dgMarket online, UN Development Business (UNDB) online and the MCA Zambia website http://www.mcaz.gov.zm as well as local newspapers (Daily Mail, Times of Zambia and Daily Nation) on 23rd May 2018.

5. The IFB is open to all eligible Bidders who wish to respond.

6. A Contractor will be selected using the Competitive Bidding procedures as described in the Bidding Document accompanying this Invitation for Bids. Bidders are advised that these procedures are governed by MCC Program Procurement Guidelines which can be found on the MCC website (www.mcc.gov). Although these procedures are similar to those set out in the World Bank Standard Bidding Documents for Procurement of Works, there are several significant differences and firms are advised to review these instructions carefully.

8. The complete Bidding Document including the Letter of Invitation and Technical Specifications will be made available to interested Bidders after registration, via email.

9. The Employer is not bound to accept any Bid, and reserves the right to annul IFB process, at any time prior to Contract award without thereby incurring any liability to any Bidder.

10. The closing date and time for receipt of Bids is 28th September 2018, at 10:00 hours Lusaka time at the address indicated below. Bidders should be aware that distance and customs formalities may require a longer than expected delivery time. Late Bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the Bidder. Please note that electronic Bids will not be accepted. Bids received after this time and date shall not be considered. Bids sent through e-mail shall NOT be accepted.
