Tender Details

Tenders are invited for Procurement of AC Test Laboratory and Additional Test Laboratories.

1. The Republic of Ghana and the United States of America acting through the Millennium Challenge Corporation (“MCC”) have entered into a Millennium Challenge Compact on August 5, 2014 under which MCC will provide funding to the Government of Ghana (the “Government”), in an amount not to exceed Four Hundred and Ninety-Eight Million, Two Hundred Thousand United States Dollars (US$ 498, 200, 000) (“MCC Funding”) to facilitate poverty reduction through economic growth (the “Compact”). Pursuant to the terms of the Compact, the Government committed to provide funding as a Government contribution to support implementation of the Compact in an amount equal to no less than seven and one-half percent (7.5%) of the amount of funding provided by MCC in the Compact (the “Government Contribution”).

2. The basic requirements for the AC Test Laboratory and the Additional Test Laboratories (Electronics and Appliance Test Laboratories) are shown below. The AC Test Laboratory equipment will be designed by the contracted Supplier as a pre-fabricated package, manufactured at the Supplier’s facility, shipped to the designated site, and assembled by the supplier’s technical team on location in Accra.

3. MiDA is reaching out to potential Suppliers to request comments/suggestions on the methodology for the procurement of this AC Test Facility and, also the procurement of the Additional Test Laboratories (Electronics and Appliance Test Laboratories) regarding the below topics/issues:

a) Timeline: What would the estimated timeline for the supply and installation of (i) the AC Test Facility and (ii) the Additional Test Laboratories (Electronics and Appliance Test Laboratories)?

b) Lots: Would Suppliers prefer two separate procurements for these items, or one procurement in two (2) Lots?

c) Available expertise: Does your firm have, or could it reasonably find, the necessary expertise to both supply and install such equipment, and in the longer term, provide regular maintenance (such as software updates or equipment repairs)?

d) Risks: What major risks or concerns do you see with respect to the supply and installation of the laboratories and how would you propose to mitigate those risks?

e) Local maintenance: Do you have, or would you be able to sub-contract, a local firm in Ghana to provide regular maintenance?

f) Firm qualifications: Provide brochures of your company or profile/past experiences (in soft copy) to demonstrate experience in the areas of AC Test Facility and Test Laboratories in general.


AC TEST LABORATORY

1. TITLE: Design and Build Services for A Balanced Ambient Room Calorimeter for Performance Testing of Ductless Air conditioners According to Standard ISO 5151

2. BACKGROUD: MiDA intends to hire a Supplier to design and build a room type calorimeter for performance testing non-ducted room air conditioning and heat pump (RAC) units in accordance with ISO 5151:2015 “Non-ducted air conditioners and heat pumps -- Testing and rating for performance”.

3. SUPPLIER: The contracted Supplier shall provide services to design, manufacture, and install a room type calorimeter for performance testing non-ducted room air conditioning and heat pump (RAC) units in accordance with ISO 5151:2015 “Non-ducted air conditioners and heat pumps--Testing and rating for performance” under this RFP. MiDA’s Project Management Consultant (PMC) shall be responsible for the Works Supervision of the project in full compliance with specifications, designs and drawings developed by the Supplier.

4. OBJECTIVES: The objective is to design, manufacture and install a laboratory for the Ghana Standards Authority for performance testing ductless room air conditioning (RAC) systems with capacities up to 12 kW. This project will support the implementation of a national program for enforcing a minimum efficiency performance standard (MEPS) and performance labeling of ductless RACs systems. The laboratory will be equipped with a balanced ambient room calorimeter (BARC) test chamber for evaluation of the capacity and performance of RACs in accordance with the ISO 5151 standard.
The RAC test laboratory in this project is to be a balanced ambient room calorimeter (BARC). The RAC test laboratory delivered by the Design and Build Firm (D&B) will be designed as a pre-fabricated package according to the specification in this RFP, manufactured at the supplier’s facility, shipped to the designated site, and assembled on location in an existing containment building equipped with all required support utilities.

The containment building for the BARC will be designed and constructed as part of a separate procurement. The bidder can assume the containment building will be fully commissioned, with all necessary utilities, and ready for the selected Supplier to assemble, install, and commission the RAC test laboratory.

5. BASIC OUTLINE OF SCOPE OF WORK:

Task 1: Project Inception and stakeholder engagement;
Task 2: Design and construction engineering of a RAC Test Laboratory;
Task 3: On site laboratory assembly, installation, and commissioning;
Task 4: Staff training on laboratory operations and ISO 5151 RAC testing procedures
Task 5: Provision of technical assistance and supervision of a Room AC test facility for the first three (3) months of operation in preparation of accreditation, and assist MiDA to manage defects liability period (DLP). Note that technical assistance and supervision is not expected to be continuous.

ADDITIONAL TEST LABORATORIES

1. TITLE: Electronics and Appliance Test Laboratories

2. BACKGROUND: MiDA intends to hire a Supplier to design and install Electronics and Appliance Testing Laboratories to test the appliances listed below. The laboratories will test appliances to verify their energy performance using accepted international standards such as IEC or international standards adopted by Ghana Standards Administration, including in-house testing for Standards and Labeling (S&L) and Measurement, Verification and Evaluation (MV&E) purposes.

In addition to the necessary equipment, there are other services needed in setting up a test facility that require technical assistance from the Supplier as a part of the bid package. These include, but are not limited to, the training or preparation of laboratory technicians/equipment operators to a quality level equivalent to obtaining ISO17025 accreditation (at a minimum), as well as on-going maintenance, operations, periodic re-certification, as well as any qualification requirements specific to each standard/testing method used, and equipment calibration.

This is a Request for Information (RFI) and is not to be misconstrued as a commitment by MiDA to issue any solicitation or to pay for any cost incurred in the preparation and submission of comments on this RFI. Please do not prepare a formal proposal in response to this RFI, as only email responses are required, addressing the issues raised.

Responding to this RFI will not give any advantage to any Supplier in any subsequent procurement and will not lead to an organizational conflict of interest. Responses will strictly be held confidential.
