1. Background
With the liberalization of the telecommunications sector in Cameroon in 1998, the institutional framework for the sector developed. Since then,
the Ministry of Posts and Telecommunications ensures the regulation of the sector, the operators, the operation of the communications services
the Telecommunications Regulatory Agency (ART) and the National Information Technology Agency and
of Communication (ANTIC), regulation. In addition to these actors, we have the National School of Posts, Telecommunications
and Information and Communication Technologies (SUP PTIC) for training in the sector and the National Digital Center
of Agricultural Knowledge (CNNCA).
In view of the evolution of telecommunications networks and services and especially in an increasingly dominated context
through the development of the digital economy, reforms have been thought in the electronic communications sector
to adapt the legal and institutional frameworks to the new requirements imposed by these developments.
It is in this perspective that the Government through the Ministry of Posts and Telecommunications has defined and adopted
in 2016 the digital economy strategic development plan entitled “Digital Cameroon by 2020”.
Axis n ° 7 of the said strategy which focuses on the development of human capital and leadership in digital technology indicates
the need for actors in the sector to strengthen their capacities. This capacity building aimed at giving
these tools allowing them not only to adapt to the new sectoral context, but also to acquire
skills necessary to better fulfill their roles.
In addition, in the accomplishment of the missions of these different structures, shortcomings remain, due to the insufficiency
staff training, hence the need to strengthen their capacities.
It is with this in mind that, as part of the ICT sector reform project in Cameroon, an activity is envisaged
capacity building of MINPOSTEL, ART, ANTIC, SUP PTIC and CNNCA in priority areas.

2. Purpose
The overall objective of this study is to give MINPOSTEL, ART, ANTIC, SUP PTIC and CNNCA modern and effective tools to ensure the implementation of reforms in the ICT sector through a training program Staff.

3. Consistency of the services
As part of this service, the Consultant must:
- Assess the performance of MINPOSTEL, ART, ANTIC, SUP PTIC and CNNCA staff;
- Identify the training needs of each structure;
- Design and prepare training modules according to the needs of each target;
- Organize training sessions / capacity building (seminars and training workshops).
Specifically, the Consultant must:
a- Performance evaluation of MINPOSTEL, ART, ANTIC, SUP PTIC and CNNCA staff
It will be an inventory of fixtures followed by a diagnosis of staff performance.
b- Identification of the training needs of each structure
It will be a question of identifying the needs resulting from the preceding analysis by integrating among others the following fields:
electronic commerce;
cybersecurity and cybercrime;
telecommunications and ICT research and development;
new emerging fields (big data, Internet of things, artificial intelligence, OTT, Blockchain);
frequency engineering and management;
the pricing of electronic communications services and universal service;
digital law;
development of electronic communications infrastructure;
quality of service and quality of experience;
transmission capacity management;
interconnection and access to networks;
identification of subscribers and protection of personal data;
electronic certification;
etc.
All these fields being transversal, the consultant will propose modules according to the specificities and needs of each structure.
c- Design and preparation of training modules according to the needs of each target
This is for the consultant to:
Give content to the selected themes. He will therefore have to design modules to be dispensed during training sessions with tutorials and practical work;
Establish an adequate training schedule;
Define the profile of the personnel to be trained as well as that of the trainers;
Organize a validation session for the themes and modules to be delivered in conjunction with the managers of the target structures.
d- Organization of training sessions / capacity building (workshops or training seminars)
The consultant will:
Organize training / capacity building sessions in connection with the structures concerned;
Assess learners and trainers at the end of each session.

5. Evaluation criteria
The Consultant to be shortlisted must be a Cabinet / Group of Consulting Firms specializing in training in general and those in telecommunications economics would be an asset. He must justify (i) at least ten (10) years of experience in capacity building in general; (ii) have at least (05) years of experience in conducting similar comparable missions (capacity building in priority areas) including at least:
- One (01) in Central Africa / West Africa
- One (01) in an emerging country and
- One (01) in Europe America.
NB: A shortlist of consultants (cabinet / group of consulting firms) will be drawn up in accordance with the procedures of the World Bank and the Manual of administrative procedures.
