Title : Preparation of Environmental Social Impact Assessment

Description : Consulting Service for the Preparation of Environmental, Social Impact Assessment (ESIA) for Detention Ponds, Urgent Repairs and Bridges.The Ministry of Works and Housing has applied for financing from the World Bank toward the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services. The Project will be implemented through four-interrelated Components, namely:1. Climate Resilient Drainage and Flood Mitigating Activities; 2. Solid Waste Management Capacity Improvements; 3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and4. Project Management.The objective of the assignment is to conduct an Environmental and Social Impact Assessment (ESIA) and produce an Environmental and Social Impact Statement (ESIS), which is a requirement for the issuance of an Environmental Permit by the Environmental Protection Agency (EPA) to cover the construction and operation of the proposed investments.The ESIA shall be prepared to a level of detail specific enough for incorporation into a tender package for potential construction works, to allow these activities to be adequately priced and become part of the successful bidder s works contract. The ultimate aim is to integrate environmental and social considerations into the design and foster on the ground implementation of sustainable measures during execution of the proposed investments.The consulting services ("the Services") include the Environmental and Social Impact Assessment (ESIA) of the construction or repair works on the proposed flood mitigation infrastructural investments. The ESIA will culminate in the preparation of an Environmental and Social Impact Statement (ESIS), which is a pre-requisite for procuring an environmental permit from the Environmental Protection Agency (EPA) to cover the investments.The Ministry of Works and Housing now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:a. The Firm must be listed on EPA s list of ESIA Consultants.b. At least 10 years in business.c. Relevant experience in ESIA, including preparation of ESIS, Environmental and Social Management Plan (ESMP), Resettlement Action Plan (RAP) and Health and Safety Plan as well as Gender and Vulnerability related analysis. d. Technical and managerial capability of the firm.e. Must have availability of appropriate skills among staff.Key Experts will not be evaluated at the shortlisting stage.
