Tender Details

Tenders are invited for Performance of Technical Studies with a View to Rehabilitation / Restoration of the Waterway on the Benoue between Lagdo.

Consistency of the services
The services to be performed under the contract relate to the following tasks:
ü Conducting a technical feasibility study;
ü The realization of the technical studies of preliminary project (APS);
ü The realization of technical studies of Detailed Pre-Project (APD),
ü Preparation of the Business Consultancy Files (DCE) for the execution of the works and the technical control and the supervision of these works.

Financing
The services that are the subject of this invitation to tender are financed by MINTP's Public Investment Budget, Exercices 2019 et seq.


Submission of bids
Each offer, written in French or English and in seven (07) copies, one (01) original and six (06) copies marked as such, including the sample copy of the financial offer placed in the envelope C, must be sent in envelopes closed, at the Contracts Department Cell Tender, located on the ground floor of the KEANO building, housing some Services of the Ministry of Public Works, behind the building where is housed the Special Unit of Tax Registration (channel paved access) located at the district Mvog-Ada), Tel: 222 22 92 34 at the latest on 17/01/2020 at 11 o'clock . - Elimination criteria
a) Incomplete administrative documents for:
Absence of the original bid bond;
Absence or non-compliance after a delay of 48 hours after the opening of bids, d at least one of the documents of the administrative file with the exception of the bid bond.

b) Technical offer:
* Incomplete technical offer for absence of the following parts:
- the methodological note, (any comments, observations and suggestions on the ToR, the proposed methodology and work program for the accomplishment of the mission, the site visit, the resource mobilization schedule, the timetable activities) ;
- the declaration on honor attesting that the tenderer has not abandoned a contract in the past three years, and that he is not on the list of defaulting companies established by MINMAP;
- the site visit certificate signed on honor;
- the Illustrated Report of the site visit signed on honor;
* Not having at least 60% of Cameroonian management staff;
* Lack of financing capacity (Available credit line) of at least one hundred and forty million (140, 000, 000) CFA francs issued by a financial institution approved by the Minister in charge of Finance;
* Not to be had by a Chef de Mission who does not meet the general qualification and experience conditions requested in the RPAO;
* Not having obtained a technical score greater than or equal to 70/100.

Incomplete financial offer for absence of one of the following documents:
- the signed and stamped tender;
- The unit price list initialed on all pages, signed and sealed on the last page;
- The estimated detail dated, signed and sealed with indication of the amounts excluding VAT and all taxes included;
- The price sub-details initialed on all pages.
Omission in the financial offer (BPU, DQE and sub-detail of prices) of a quantified price.

Essential criteria
Technical offers will be rated according to the following essential criteria:
1) Supervisory staff proposed by the BET other than the Chef de mission proposed by the BET: 55 points ;
2) BET references (over the past ten years): 30 points .
3) Logistical, technical and material resources to be mobilized by the BET: 15 points ;
4) The minimum technical score required is 70/100.

Only the financial offers of the tenderers whose tender has been declared admissible following the examination of the conformity of the administrative documents and the technical evaluation and of which the sealed sample financial offer contained in the envelope C has been transmitted as as indicated above, will be evaluated and scored, based on the following criteria:
NM = MMd x 100 / MS
NM = Note on the amount of the tenderer's financial bid;
MMd = Estimated amount of the lowest bid;
MS = Evaluated amount of the bidder.
A weighting will be made between the technical note and the financial note to obtain the final score N (technical-financial note) according to the formula below:
N = [(70 x Technical Note) + (30 x Financial Note)] / 100
