Background

Context and reasons:

Since its independence in 1973, Guinea-Bissau has experienced recurrent political and institutional instability, characterized by sub-optimal economic progress, armed conflicts and a series of coups d'état and human rights abuses, including political assassinations. The armed conflict of 1998-1999 further aggravated the situation as it devastated the country's economic and social infrastructure, aggravating the already widespread poverty. Stability and economic development remained largely hampered by negative civilian-military dynamics and opportunistic alliances between political and military elites, inter- and intra-party divisions, impunity, weak public institutions, chronic absence of constructive dialogue, and inability of the state to effectively in their part of the social contract.

Today, Guinea-Bissau continues to face chronic political and institutional instability that severely affects its economic development. The latest coup in April 2012 led the United Nations Security Council to impose specific sanctions on military personnel responsible for the unconstitutional change of power. After a two-year transition period, legislative and presidential elections were held in 2014, marking the return to constitutional order. The holding of free, fair and transparent elections, as well as the appointment of a new government, created momentum around a national vision for the development and consolidation of peace. This vision informed the development of the country's strategic and operational national plan for 2015-2020 ("Terra Ranka"),

Despite the optimistic global political environment and international attention in Guinea-Bissau, the President of the Republic dismissed the Prime Minister and his government in August 2015 on the grounds that it was impossible to overcome incompatibilities in their institutional relations and to restore mutual trust, as well as the involvement of government officials in corruption. Tensions evolved into a split between two main sides: the President of the Republic (PAIGC), allied with the PRS (the country's second largest party) and a group of 15 deputies expelled from the PAIGC (the country's largest party and winner of the 2014); and the President of the PAIGC (the dismissed prime minister), supported by the President of the National Assembly (PAIGC), the PAIGC parliamentary group and the Standing Committee of the National Assembly, which is controlled by the PAIGC.

Following a request from the President of the Republic, the Economic Community of West African States (ECOWAS), with the support of the African Union (AU), the Community of Portuguese Speaking Countries (CPLP), the European Union ( EU) and the United Nations (UN) in mediation efforts to overcome the political crisis. The mediation process resulted in a six-point roadmap for resolving the political and institutional crisis, signed in Bissau in September 2016, and an agreement to facilitate the implementation of the roadmap, signed in Conakry in October 2016. The Conakry Agreement provides the appointment of a consensual prime minister who would have the "confidence" of the President of the Republic; the formation of an inclusive government to implement a reform program resulting from a national round-table dialogue to be held within 30 days of the appointment of the prime minister; the development and adoption of a Stability Pact to articulate major legislative and institutional reforms; and the unconditional reintegration of the 15 MPs expelled from the PAIGC (the "Group of 15") in the party, according to party rules. Shortly after the signing of the agreement, political actors began to express publicly the disagreement over the interpretation of its specific provisions, increasing tensions and preventing their implementation to date.

It is in this context that Uniogbis under the Peacebuilding Fund (PBF) sponsors the Tiniguena Consortium, the Guinean Human Rights League and the Bissau Law School as executors of the 10-month Political Dialogue Project.

Objective of the Consultancy :

Contribute significantly to the building of peace and stability in Guinea Bissau by supporting the training of civil society actors in participating in the decision-making process on State reform, with an emphasis on Good Governance. In this way the specific objectives for the workshop are:

· To enable discussions and consensus among the social actors on the documents and technical aspects, legal options and road map of activities for the reform of the security and defense sector with attention to the points identified as blocks for their accomplishment;

· Contribute to the consolidation of a consensual vision of civil society on the general aspects of reform and those concerning mechanisms and strategies for implementation;

· Clarify and build consensus among national actors on the key points of reviewing the documents for the above-mentioned reform sector, with particular focus on implementation mechanisms;

· Define a proposal for a strategy and methodology that can analyze the implementation processes for the reform of the security and defense sector with reflection on the position, contribution and participation of civil society in the mechanisms of implementation;

· To collaborate in the formulation of strategies that can promote the participation and engagement of the Civil Society actors in the decisions regarding the process in order to open the monitoring of the implementation of this reform;

· Contribute to the formulation of a civil society-led advocacy strategy for decision-makers to implement the ongoing reforms.

· Contribute to the preparation of a proposal for a mechanism for coordination and implementation of the National Strategy for Reform of the Defense and Security Sectors.

These drivers of instability were identified both in a strategic assessment of Guinea-Bissau by the United Nations in 2014 (see S / 2015/37, January 19, 2015) and in a fragility assessment conducted by the Government of Guinea-Bissau and the United Nations Development Program (UNDP) in March 2017.




Duties and Responsibilities

Duties and Responsibilities:

· Reading of relevant documentation, including: Constitution of the Republic of Guinea-Bissau; National Strategic Document for the Reform of the Sectors of Defense and Security (RSS); Conacri Agreement and Stability Pact;

· Produce and present a paper proposal on the mechanisms for coordinating and implementing the RSS document;

· The consultant will have twenty days to prepare the documents and two working days with 30 actors representing civil society;

· Prepare, discuss and support the implementation of the workshop plan, program and methodology;

· Ensure, together with the technical team, the dynamics of the workshop group activities;

· Conduct the workshop in collaboration with the International Consultant;

· Prepare together with the international consultant the final report of the 2 working days.

Products:

· Elaborated the work plan, program and methodological proposal of the workshop;

· The didactics of the workshop was elaborated;

· The workshop focused on two fundamental aspects of the Reform of the Defense and Security sectors, focusing on the mechanisms for coordination and implementation of the RSS document

· Final Report (including facts and elements of the reform, analytical assessment, conclusions and recommendations)

Duration of the Consultancy:

The consultancy must be done within a month - 25 working days.

Required Skills and Experience

Education:

· Higher education (minimum degree) in one of the areas of Law, Sociology, Social Sciences, Political Sciences or related fields;

Experience:

· At least 5 years of proven work experience in institutional reform;

· Studies carried out in the field of institutional reforms in the area of ??defense and security;

· Knowledge of the cultural and socio-political reality of Guinea-Bissau.

Language:

· Proficiency in Portuguese is mandatory;

· Proficiency spoken and written in French and / or English is considered a plus.
