Context of the mission

The UN Women's AgriFeD program "Women's Agriculture and Sustainable Development" aims to facilitate women's access to the means of production for climate resilient agriculture. It is part of the overall framework of inclusive sustainable development promoted by the various national and international development organizations. It assumes that the participation of women and youth in agricultural value chains is a necessary condition for addressing the challenges of food insecurity and improving their income.

The AgriFeD program is implemented by UN Women Mali with funding from the Grand Duchy of Luxembourg. It takes a holistic approach, and proposes four major areas of intervention to remove the constraints that oppose the economic empowerment of rural and urban women involved in the agri-food sector. Through the support of the State technical services and three (3) NGO partners, the AgriFeD program puts the capacity building of the resilience of women farmers at the center of its interventions. The program is spread over 5 years and started in 2016. It plans to empower about 40, 000 women facing socio-economic vulnerabilities of different forms in the regions of Kayes, Koulikoro, Ségou, Sikasso, Mopti and Gao.

To facilitate women farmers' access to finance, one of the major axes of the program, UN Women is looking for a national consultant to support the beneficiaries of the program on the priority sectors such as: Echalotte / onion, potatoes, corn, millet and fonio. The areas concerned by this mission are: Bamako, Kayes, Koulikoro, Sikasso, Segou and Mopti. Support for the development of the target business plan during this first mission 2 beneficiary groups by locality of implementation of the activities.






Duties and Responsibilities

Functions / Main expected results

The consultant will be in charge of the following main functions:

1. Support identification of support needs of program partners (clusters and others)

2. Develop the beneficiaries' business plans and provide support;

Carry out all other activities that contribute to access to funding for women's groups benefiting from the AgriFeD program.

This will require a discussion with the leaders of the groups and other partners and knowledge of the sectors on which women are active. A needs analysis sheet should be used to capture a project idea that will be developed in the business plan document.

Support for the development of business plans: For this, the consultant

· Analyze the following: current product-specific markets and sales development potential in other promising markets;

· Evaluate the need for equipment, fittings and other investment items;

· Make an economic and financial calculation in relation to a financing project with an estimation of production costs;

· Identify mechanisms that facilitate repayment of loans by providing a loan repayment plan;

· Rate the profitability and sustainability of the projects over an average duration of 3 years based on certain key indicators to be defined.

2.Develop the beneficiaries' business plans and do the accompaniment

The consultant selected for this mission will undertake capacity building for women's groups by updating existing training modules to support the development of their business plan. To do this, it will undertake an analysis of the medium and long-term development objectives of the groups and will make an assessment of their investment need to increase their production. The consultant must therefore propose a model of simple and adapted business plan for the realization of its mission. This document will be validated in advance by the program team.

It will be required to directly strengthen the capacities of groups to control their administrative and financial management.
