Water resources are an area around which essential societal choices are made, whether in the context of the fight against climate change, the preservation of biodiversity, economic development, health, food, well-being, etc. The only contribution of the sea economy to global wealth is currentLately valued at 1.5 trillion dollars: its growth and employment potential isunparalleled. This is why the management of marine resources must be the subject of a policy in its own right, and not of heterogeneous projects. This is the purpose of the blue economy strategy that the Guinean government is striving to design by ensuringt that it is shared by citizens and implemented in a transversal, coordinated and sustainable way. The blue economy must indeed be based on a coherence of arrangements, going from coastlines to international waters (object of maritime spatial planning) and contribute to the search for a symbiosis between the different activities that it is intended tolorize and put in synergy. Above all, it must allow us to go beyond traditional sectors by opening up to models of exploitation ofthe sea and other water resources, which are more innovative and more resilient. Guinean pre-strategy for the development of the blue economy highlighteddence that the economic activities which exist in the country relate almost exclusively to the traditional sectors: fishing, harbor activities, hydroelectric dams etc. In the coastal zone, it was noted that seaside tourism was bound to develop in the short and medium terms, within the framework of a national strategy for the promotion of tourism which wasrecently formalized.
