1. CONTEXT & JUSTIFICATION

According to existing data, the nutritional situation of women is of concern, especially with regard to micronutrient deficiencies. According to the 2010 Demographic and Health Survey, 16% of women of childbearing age have a body mass index of less than 18.5 kg / m 2 . According to the 2014 ENIAB survey, anemia affects 61.9% of non-pregnant women of reproductive age (62.0% for women aged 15-19) and 72.5% of pregnant women, or 3 million women of childbearing age. The median iodine concentration in urine in pregnant women is 74 ?g / L, indicating that iodine deficiency is a public health problem.

With regard to ongoing programs, antenatal consultation services integrated into all health facilities in the country offer a package of health and nutrition interventions including nutritional counseling and folic acid supplementation for pregnant women. Currently, only 38% of pregnant women have received at least 4 prenatal consultations in health facilities and 50% have received at least 90 days of folic acid supplementation (FAF) during pregnancy.

Folic acid iron supplementation is an effective strategy and is currently the main response to micronutrient deficiencies in pregnant women and effectively addresses the problem of anemia. However, for better maternal nutrition, other micronutrients must be provided in addition to folic acid iron. Multiple micronutrients are a solution as it has been shown that, compared to supplementation with folic acid iron, multiple micronutrient supplementation (MMS) during pregnancy significantly reduces the risk of low birth weight of newborns and delayed intrauterine development. with the same benefits for the reduction of maternal anemia. To this end, UNICEF wishes to contribute to the transition to scale of MMS supplementation for pregnant women in Burkina Faso through the development and implementation of a new program. This program also aims to strengthen interventions to improve maternal nutrition, especially through prenatal consultation services.

These terms of reference are being developed with a view to recruiting a consultant who will conduct a situation analysis prior to the start of this maternal nutrition program for small-scale multiple micronutrient supplementation in two health districts in Burkina Faso and more long-term at the national level.

1. Purpose and objectives of the consultation

1.1 Purpose

The purpose of this consultation is to establish a baseline situation on the status of interventions to improve maternal nutrition, as well as existing policies and strategies, in order to identify the most appropriate approach for the implementation of the supplementation program for pregnant women with multiple micronutrients in the context of Burkina Faso.

1.2 GENERAL OBJECTIVE

The overall objective is to provide an in-depth analysis of the status of maternal health and nutrition policies, program strategies and standards, as well as existing documents and policies in this framework and an analysis of antenatal care services for improvement. maternal nutrition.

2.2 Specific objectives

The specific objectives of this Consultation are:

1. - Make a literature review of existing data on the nutritional status of women of childbearing age and current programs in Burkina Faso;

2. - Conduct a situation analysis on the nutritional status of women of childbearing age with a focus on pregnant women: anthropometric data, mortality data, data on micronutrient deficiencies, etc .;

3. - Conduct an environmental scan of maternal nutrition programs, including:

§ Review and analyze the content of existing policies, strategies and guidelines in the context of maternal nutrition;

§ Analyze the coordination mechanisms in place;

§ Analyze funding mechanisms for interventions in the maternal nutrition framework;

§ Analyze the information system, monitoring the indicators collected in this framework.

4. - Make an inventory and analysis of existing platforms for the provision of maternal nutrition services: health facility level, community level, etc. This phase will also include a qualitative analysis of bottlenecks in the supply of services and demand;

5. - In light of all the above analysis, identify gaps and make proposals to improve the existing platforms of maternal nutrition programs. Based on the criteria agreed with the technical monitoring committee of this situation analysis, propose the two health districts for the pilot study;

6. - Make recommendations on the appropriate actions and the most appropriate approach for the implementation of the supplementation program for pregnant women with multiple micronutrients in the context of Burkina Faso.

2. METHODOLOGICAL APPROACH

The methodological approach chosen is to review the existing documents in the country. The Consultant will also meet key informants working on the implementation of maternal nutrition programs. It will carry out field missions, and bottleneck analyzes at the health district level, to supplement the information obtained.

After the first week, the Consultant will have to draw up a document defining the methodological approach he will use to carry out this situation analysis. This methodology will enable it to work in harmony with all government actors, NGOs and other UN agencies. This methodology should include an indicative timeline including visits to stakeholders, data collection and other useful documents. The Consultant will present the results of the steps to the technical monitoring committee set up by the Ministry of Health.

3. PROFILE OF CONSULTANT

Any natural person justifying the profile below can apply:

University education :

Be a holder of a university degree of minimum level Bac + 5 in the field of Health, Nutrition, Public Health or any other field recognized equivalent.

Professional experience

§ Have at least 05 years of experience in Public Nutrition and Maternal Health. Mastery of evaluations of maternal health and nutrition services is a major asset;

§ Demonstrated experience in the collection, processing and analysis of qualitative and quantitative data.

§ Provides computer tools and word processing and email software as well as data entry and analysis software.

Skills and Abilities

§ Excellent ability to summarize and write documents.

§ Excellent ability to work in a team

§ Excellent communication skills.

Required languages

Excellent command of French required (oral / written). A good knowledge of English will be an asset.

4. DELIVERABLES EXPECTED FROM THE CONSULTANT

1. - Methodological approach paper and detailed chronogram of the consultation.

2. - Report of data collection missions developed and disseminated.

3. - An interim report including the elements of writing in the aforementioned objectives.

4. - A PowerPoint presentation to facilitate the feedback workshop of the results of the analysis.

5. - Presentation of the main results to the technical monitoring committee and to the feedback workshop;

6. - A final report incorporating the amendments and recommendations.

6. MISSION MANAGEMENT

The Consultant will work under the supervision of the Nutrition Component Manager, UNICEF Health / Nutrition Section, in close collaboration with the National Administrator for Micronutrient Deficiency.

The realization of this study will be carried out under the coordination of a small technical committee set up by the Ministry of Health under the leadership of the Department of Family Health (DSF). The Monitoring and Co-ordination Committee of the survey is responsible for the general progress of the study.

7. REFERENCE TO THE RESULTS CHAIN

The interventions carried out within the framework of the realization of the mission object of the present RDTs will contribute to the achievement of the effect and produced below:
