1. The Kingdom of Eswatini has applied for financing from the African Development Bank toward the
cost of the Mkhondvo-Ngwavuma Water Augmentation Project (MNWAP), and intends to apply
part of the agreed amount for this loan to payments under the contract for consultancy services for
the Mkhondvo Ngwavuma Water Augmentation project. Disbursement, in respect of any contract
signed, will be subject to approval of the financing by the Bank.
2. The services included under this project comprise the following;
(i) Undertake detailed design studies and elaborate tender documents for the Mpakeni dam
and its associated downstream conveyance and distribution system supplying water to the
St Philips, Mconcwane, Maloma and Sigwe as well as Nsoko areas for the development of
an irrigated area of about 10, 000 ha.
(ii) Update, expand and validate the previous feasibility study of the proposed options for the
transfer off water from the Mkhondvo River to the Ngwavuma River.

3. Calendar and Duration – The overall duration of the feasibility studies is estimated at 24 months
(Component 1 and component 2 activities would be undertaken in parallel).
4. The Eswatini Water and Agricultural Development Enterprise (ESWADE) now invites eligible
consultants to indicate their interest in providing these services. Interested consultants must provide
information indicating that they are qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). .
Consultants may constitute joint-ventures to enhance their chances of qualification.
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s “Procurement Framework for Bank Group Funded
Operations”, dated October 2015, which is available on the Bank’s website at
http://www.afdb.org.
