Tenders are invited for Zambia: Micronutrient Survey and Food Consumption Survey Consultancy (8.5 Months), Lusaka Zambia.

The UNICEF Programme of Cooperation with the Government of the Republic of Zambia (GRZ) is designed to address and mitigate the threat of poverty the country’s children face, while responding to the needs with interventions addressing the multiple causative factors.

In response to the combination these threats involve the Programme supports national efforts to improve service delivery in the key areas of: child health and nutrition and HIV and AIDS, quality basic education, water, sanitation and hygiene education, child protection and social policy, advocacy and communication.

How can you make a difference?

Purpose of the Consultancy:To provide technical oversight and coordination for the Zambia National Micro nutrient survey

Objectives / Target

The objective of this consultancy is to technically oversee all aspects of the survey, including all logistic arrangements and organisation for training, supervision and data collection.

Description of the assignment (Scope of work) / SPECIFIC TASKS

Working under the guidance of the Chief of Nutrition, the consultant is expected to liaise closely with the NFNC and TDRC survey leads and with the technical experts in Valid International and Intake.

Specifically, the consultant will:

Meet with NFNC and TRDC survey leads on a regular basis (daily if necessary), maintain a ghant chart that is updated on a weekly basis.
Act as focal point, together with NFNC and TDRC survey leads, for the survey to liaise with Valid and Intake.
Directly oversee all logistical arrangements and update PIs on status on a weekly basis. This includes:
Ensure publicity / communication of the survey at national level, under leadership of NFNC / TDRC. This includes ensuring clinics and medical staff know that they may receive referrals from the survey and they should be accepted as legitimate

Monthly reports using standard format outlining progress against tasks listed above.

Monthly report against tasks(attached with minutes of biweekly skype call, weekly updates to the PIs and updated ghant chart)

REPORTING REQUIREMENTS

The consultant will provide written monthly progress reports (soft copy) against the set tasks, and an end of assignment report. The consultant will also provide trip reports for all travel outside of duty station.

PROJECT MANAGEMENT

The consultant will report to the Chief of Nutrition, who will provide overall oversight of the consultancy in coordination with the Nutrition Specialist.
The consultant will provide deliverables within the allotted time-frame.
Weekly meetings shall be held between the Nutrition Specialist and the consultant.
UNICEF Zambia Country Office (Nutrition Section) will facilitate necessary introductions to relevant Government counterparts (NFNC and TDRC), technical support agencies (CDC and Intake), and UNICEF staff.
LOCATION AND DURATION

The consultancy will be conducted in Lusaka at NFNC offices.
Travel to provinces is required especially during survey data collection.
PAYMENT Schedule

Monthly payment of receipt of monthly progress report and other listed deliverables.

Payment will be made upon satisfactory completion of deliverables (satisfactory progress against tasks).

To qualify as an advocate for every child you will have…

Advanced university degree (minimum Master’s degree level) in Nutrition, Public Health, Food Science and related field.
Prior experience in managing a national survey
At least 5 years of progressively responsible professional work experience in coordinating a national survey.
Working knowledge of surveys and survey implementation is essential.
Prior experience of working in nutrition sector is an added advantage.
Knowledge of computer software
Strong interpersonal skills and ability to negotiate with programme counterparts.
Strong communication skills, including writing and public speaking
Strong planning, organization and strategic thinking skills
Fluency in spoken and written English
CONDITIONS

Office space will be based at NFNC for the duration of the consultancy.
The consultant is expected to use their own IT equipment (laptop, cell-phone etc.).
UNICEF will support operating communication costs – long-distance calls, internet if any should be part of the overall support provided through NFNC.
In addition to the daily rate the consultancy will include DSA and travel costs when outside of duty station (Lusaka).
As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary
The consultant will be governed by and subject to UNICEF’s General Terms and Conditions for individual / institutional contracts.
