Tender Details

Tenders are invited for Medical Facility Revamping and Amelioration - Jalo, Libya.

Details of any litigation, in progress or within last five (5)-years, for a prospective claim value in excess of United States Dollars, Five Hundred Thousand (US$ 500, 000).

Eni North Africa BV intends to avail itself of the cooperation of qualified and experienced Contractor(s) for the following services for a Public Health Facility:



Utilities systems revamping will include Electrical system (generator, possible change inverter for automatic modality and change battery and UPS), Air conditioning system (HVAC System reparation), Firefighting system repair, Water system (water tank assessment and eventual provision for an additional tank). Training is expected to be undertaken for maintenance of generator, HVAC, water system etc. A building extension for the realization of a laundry space and kitchen is expected, to be equipped with already available and stored equipment. A space for administration will be also realized. A parking space with solar system will be realized, to complement the existing sources of energy (grid connection and generator). A medical waste disposal/management system will be introduced, with incinerator or autoclave treatment system for medical waste (including building infrastructure, providing incinerator or autoclave treatment system, training for utilization and maintenance).

After the implementation of all revamping and amelioration works, items verification, testing and commissioning for handover will be undertaken.



To assess Vendors that will demonstrate capability in providing the above, Eni North Africa BV intends to run a Prequalification process for and provide the following minimum documentation:



1. Administrative Documentation

o Place of incorporation and details of the entity (Holding or part of a Group) that will be submitting an offer in case Tender will take place, plus details of any Parent Company and Ultimate Holding Company;

o Following data from last 3 years financial accounts;

§ Capital Values, Net Assets and Turnovers;

§ Shareholders funds, i.e the owner's (or shareholder's) equity. It represents the funds/money invested in the company by the owners(or shareholder);

§ Short-term assets (current assets);

§ Short-term debts (short-term liabilities).

o Number of registered employees up to date, Main declared activity, name of the Managing Directors and of the person entitled by power of attorney to sign Contracts on behalf of your company.

o Details of any litigation, in progress or within last five (5)-years, for a prospective claim value in excess of United States Dollars, Five Hundred Thousand (US$ 500, 000).

o Shareholding structure/chain, from the entity that will be submitting an offer in case of Tender will take place to the Ultimate Beneficial owners.

o “Eni-s Suppliers Code of Conduct” and “Compliance declaration” signed by a duly authorized signatory/representative. In case of a Joint Venture/Consortium, or other type of Grouping, such documents shall be signed by all Parties in order to be legally binding upon each and all of them.

o Shareholding structure/chain, from the entity that will be submitting an offer in case of Tender will take place to the Ultimate Beneficial owners.

2. Technical Requirements

o Vendor shall have a minimum experience of 3 years in the design, construction and revamping of Electrical System, Mechanical Systems and Hydraulic System and provide the description of similar projects already executed in the past 3 years in Libya with evidence and the list of Clients that Vendor had business contract with.

o Vendor is having an Office with its own staff (Supervisor, Technicians performing the activity in Libya and capable to mobilize staff to work site and project manager/ supervisor for meetings in Tripoli, when necessary).

o Professional experiencesof the personnel responsible for the activity on site, such as Supervisor, Technician, and/or Engineers performing studies or projects related to the activities (CV-s of the main disciplines such as (HVAC), civil engineer, Electrical Engineer etc. and previous professional experience of at least 3 years in the same functions, etc.).

o List of Subcontractor(S)with whom Vendor is expected to have agreement. Authorized Company Brand Representatives or Authorized Dealers shall provide evidence of their status (current Agreements in place with the Companies they represent).

o Organization Chart(including the Health, Safety, Environmental Supervisor) demonstrating the Service structure for ongoing maintenance activity and to provide evidences, procedures, records, invoices and documentation review regarding Maintenance Management process.

3. Health, Safety, Environmental (HSE) Requirements

o HSE Policy, HSE Manual and/or list of the HSE Integrated Management Systemprocedures;

o ISO 14001:2015, ISO 45001:2018 Certification, if available;

o Company HSE Department Organization;

o Company HSE Training matrix;

o Preliminary HSE Risks Assessment related to activities required to carry out subject scope;

o Preliminary list of PPE intended to be used with relevant certification standards;

o Vendor-s HSE statistics for each of the last 3 years:

o Number and type of injuries;

o Total worked man-hours by workforce;

o Frequency rates/TRIR/LTIF;

o Number of occupational diseases;

o Vendor-s definition of lost time incident and Total Recordable Injury.

Note: All COMPANY-s HSE requirements which are applied to the Vendor are automatically applied (identically) for any subcontractor identified by Vendor
