Expression of Interest are invited for Master's Degree in Technical Work and Mastery of Social Work as part of the Integrated Urban Development Project (PDUI 2).
The Government of Djibouti obtained financial support from the French Development Agency to finance the firm tranche of the 2nd Integrated Urban Development Project (PDUI2) set up by the Djiboutian Agency for Social Development (ADDS), project manager delegate, in order to carry out the development of road infrastructures, crossing structures (road scuppers, pedestrian paths) and socio-collective facilities (community development center, commercial and activity platform, sports fields and sports area). in the Layableh-Mosquito Netting sector located northwest of Balbala Commune.

This technical mission is combined with a social project management mission responsible for supporting the project in communication, community development, professional training, management of public facilities and the implementation of the Resettlement Action Plan.

The expected services break down as follows:

Firm phase: Technical studies and social support

Assistance to the economic and social structuring of the sector (management of the Community Development Fund, management of the Support Fund for Vocational Training, management of socio-collective facilities and public services).

Engineering and architectural studies (APS and APD) with communication to users (participatory approach)

Deepening of the Environmental and Social Management Plan (ESMP).

Development of Business Consultation Files (DCE).

Assistance to the contracting authority in the analysis and analysis of tenders for the award of works contracts.

Assistance with the implementation of the Resettlement Action Plan (RAP)

Conditional tranche:

Assistance with the awarding of works contracts (ACT)

Validation and visa of execution plans and programs and execution procedures (VISA).

Control of the execution of works contracts (CET).

Assistance with the project management for the reception of works (AMOR).

This project management mission covers the execution of a work program defined in a feasibility study conducted in 2017. This work program includes 4 components detailed below:

Component 1: Roads-drainage

- Realization of a primary lane (2x 1 lane with sidewalks) on 1150 ml and a 6 m wide road culvert for the crossing of a wadi (Bd Moulhoule-Bd Gaggadé link)

- Realization of a secondary road on 730 ml (Bd Assamo)

- Realization of tertiary way of service on 300 ml (Serving of the zone of rehousing) and pedestrian crossings of wadis.

All of these road works include the laying under main roads of drinking water, which must be coordinated with the work of ONEAD (see below component 3).

Component 2:

Commercial equipment - Development along the Boulevard Assamo of a paved platform of 3500 m2 with an adjoining driveway on 200 ml.

Component 4: Living environment

- Construction of a 400 m2 community development center which is planned along the link between Bd Assamo and Bd Gaggadé (see Plan of the Farm Tranche).

Social project management will be provided by a local firm. It is inseparable from the technical project management and will be concerned by:
