Assignment Description

This Terms of Reference (ToR) document is for a Uganda-based consortium/firm (henceforth Firm) to develop and implement all aspects of a follow-up quantitative household survey for a Randomized Control Trial (RCT) impact evaluation of a land registration and access to credit program in rural Western Uganda. The intervention offers targeted households access to freehold land titles. Additionally, some households are also offered access to a flexible line of credit product.
The total number of household interviews to be conducted under this TOR is 1, 646. These households are located across 378 villages. All households (and thus communities) that will participate in the follow-up survey have already been identified and previously surveyed at baseline (February May, 2017).
The Firm will work under the direct supervision of the World Bank Gender Innovation Lab (GIL). The Firm will also work closely with a consultant hired by the World Bank to supervise the fieldwork.

The Firm will be expected to administer a follow-up survey to collect the necessary data for the impact evaluation, working closely with GIL. Field coordinators from GIL, based in-country, will be responsible for the oversight and support to the Firms contractual responsibilities. The Firm is expected to integrate the field coordinators in all stages of decision-making, both for survey logistics and data management activities.

The survey will take approximately 120 minutes per household. Within each household both the household head and his/her spouse will be interviewed. It will focus on a wider range of farm and off-farm economic outcomes, as well as on intrahousehold dynamics, female empowerment, and household welfare. It will also include separate modules covering access and perceptions of credit, insurance and risk, in preparation for the forthcoming credit intervention. The survey is expected to start in January 2019 when the harvest season is ended and before the start of the rainy season, and to end by February 1st, 2020. It is important that the survey is completed on time to match with the agricultural calendar.
In addition to the household surveys, the firm will measure individual household plots using GPS devices. The enumerator will visit each plot with the primary respondent and will walk around the border to record the exact plot GPS coordinates and plot area. The plot measurement will take approximately 45 minutes / 1 hour, depending on the number of plots for a single household. Plot measurements should be taken for all plots within 90 minutes walking distance of the residence.

The selected Firm will have considerable experience (at least five years) in managing large-scale household surveys preferably in rural areas. This includes the preparation of (CAPI) survey and training materials, training and supervising interviewers, data entry, maintaining records, and ensuring confidentiality of records. The Firm will have sufficient experience and capacity to manage survey logistics, including equipment, materials, and personnel. The Firm will preferably have experience in handling sensitive material and information, and in conducting interviews concerning potentially difficult topics among vulnerable groups.
The selected Firm should have considerable experience in all of the following:
Running large rural household surveys, preferably in Uganda.
Data quality management for data excellence, during both collection and management, including in survey piloting and pre-testing, and established back-checking, data scrutinizing, and data entry procedures.
Computer Assisted Personal Interviewing (CAPI) and management.
Experience operating with ongoing oversight and inputs from lead researchers based outside of Uganda, including experience operating responsively as study specifications are shifted.
The Firm should, at a minimum, assign the following staff to the project:
Survey Manager with a masters degree in a relevant field and at least 5 years of experience (10 years without masters degree)
Data management expert/trainer/supervisor with an undergraduate degree and at least 5 years of experience.
25 (or an appropriate number) enumerators (survey takers) with at least completed high school (some university education preferred). These do not have to be permanent staff but can be hired for the duration of data collection.
5 (or an appropriate number) field supervisors for enumerators with previous experience in survey-taking and a university degree (5 years of experience without a university degree). These do not have to be permanent staff but can be hired for the duration of data collection.

Qualification Criteria

· 2. Provide information on the technical and managerial capabilities of the firm.

· 3. Provide information on their core business and years in business.

· 4. Provide information on the qualifications of key staff.
