LOCATION:
• USAID Read Liberia Activity Monrovia Office (MK Kefel Building, Gardner
Avenue, Between 16th & 17th Streets, Sinkor)-6 Mbps
• Paynesville Regional Office (Coopers Beach Junction, ELWA
Community)-1 Mbps
• Bong Regional Office (Sugar Hill Community, Gbarnga City)-1 Mbps
INSTALLATION: SERVER ROOMS
1. Objective:
The term of reference aims to provide a framework for full TCP/IP Internet Service
Provision of an internet link on fiber optic, dedicated 8 Mbps duplex to the 3 RTI
Offices as specified.
Connection should be fiber optic end-to-end (i.e. from customer premises
equipment to the internet) and the service is expected to be highly stable and
reliable.
The successful provider must have 7x24x365 coverage for technical assistance
and/or helpdesk facilities, where possible a dedicated contact support person.
2. Technical Requirements:
o Internet service should be based on fixed monthly fee with a quarterly
payment plan with no additional payment or limitation by traffic amount and
time.
o Speed requirement: 8 Mbps duplex dedicated link on fiber
o No limitations on traffic/ports; bandwidth capacity should be ensured through
direct IP connection; no mandatory proxy servers and firewalls
o Subnet of at least 6 static (/29) publicly routable IP addresses is required for
each link
o Service reliability must be ensured. Overall uptime should not be less than
99%- Please provide detailed SLA.
o The ISP should have redundancy on the major international gateways-Please provide details of existing international links that you use.
o Support Managed VPN Services
o The ISP equipment must be compatible with our juniper SRX100 and Juniper
SRX300 series firewalls and the last mile termination should be Ethernet.
o Avail free and unlimited 24/7 technical support throughout the service
provision period
o Dedicated technical support resource and Account manager
o Provide traffic management tools, network monitoring and access to
bandwidth utilization graphs.
o Quality of Service on the fiber links
o The vendor is also responsible for contacting/communicating to designated
RTI IT Technical personnel for both scheduled and unscheduled downtime
o Key services to be supported include the following internet-centric tasks:
• Emails
• Virtual private networks (i.e. no port blocking for VPN services)
• Multimedia presentations, including Skype calls
• Large file transfers (ftp traffic)
• Cloud services (hosted email, hosted accounting applications, etc.)
• Online banking
• Downloading/uploading large files
• Online backup
• Online research
• Remote support applications
• VOIP in place of PBX phone systems (when the need arises)
3. Additional requirements:
o Vendors may carry out sites visit in order to establish the feasibility of a
proposed Internet solution.
o Vendors should provide a mechanism of Internet traffic monitoring to enable
the client keep track of the usage on site (See technical requirements). This
can be web interface facility for the program office to retrieve real time and
historical information on network performance, utilization and usage analysis.
o Clearly indicate Initial contract period, during this period either party can
terminate the contract by giving 30-days’ notice.
o The successful provider must have a physical presence, including availability
of technical support in Monrovia, Liberia with the capability to provide
subscription and technical support to Paynesville City, Montserrado County
and Gbarnga City, Bong County base on the need.
o The vendor will be responsible for providing all hardware equipment required
to carry out the full implementation of the Internet service at office site. The
hardware provided should be able to integrate with our juniper firewalls.
o The successful provider will be required to set up the link two weeks prior to
commissioning. The test period will last for two weeks. This will allow for
VPN configuration and commissioning.

Instructions to Bidders/Sellers
1. Procurement Narrative Description: The Buyer (RTI) intends to purchase commodities
and/or services identified in Attachment A. The Buyer intends to purchase the quantities (for
commodities) and/or services (based on deliverables identified in a Statement of Work). The
term of the Ordering Agreement shall be from Award Date to the Delivery date of the Offeror
unless extended by mutual agreement of the parties. The Buyer intends to award to a single
“approved’ supplier based on conformance to the listed specifications, the ability to service
this contract, and selling price. We reserve the right to award to more than one bidder. If an
Ordering Agreement is established as a result of this RFQ/RFP, supplier understands that
quantities indicated in the specifications (Attachment A) are an estimate only and RTI does
not guarantee the purchase quantity of any item listed.

RTI shall award the initial quantities and/or services and any option quantities (if exercised
by RTI) to Seller by a properly executed Purchase Order as set forth within the terms of this
properly executed agreement.
3. Proposal Requirements. All Sellers will submit a quote/proposal which contains offers for
all items and options included in this RFQ/RFP. All information presented in the Sellers
quote/proposal will be considered during RTI’s evaluation. Failure to submit the information
required in this RFQ/RFP may result in Seller’s offer being deemed non-responsive. Sellers
are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as
to reach RTI’s office designated in the RFQ/RFP by the time and date specified in the
RFQ/RFP. Any offer, modification, revision, or withdrawal of an offer received at the RTI office
designated in the RFQ/RFP after the exact time specified for receipt of offers is “late” and may
not be considered at the discretion of the RTI Procurement Officer. The Seller’s proposal shall
