Tenders are invited for Internet Renewal Subscription for 50 Megabytes Per Second (Mbps. The

a. Virtual Network Program (VNET) internet renewal subscription for 50 Mbps for

Embassy Djibouti.

3. A description of the supplies or services required to meet the agency 's needs.

a. This is annual subscription for Virtual Network Program (VNET) internet renewal

subscription for 50 Mbps for US Embassy Djibouti.

4. An identification of the statutory authority permitting other than full and open

competition.

a. 41 USC 253(c)(l), FAR 6.302-1, Only one responsible source and no other

suppli es or services will satisfy agency requirements.

5. A demonstration that the proposed contractor's unique qualifications or the nature of the

acquisition requires use of the authority cited (for sole source acquisitions; also required

for unusual and compelling urgency where more than one offer will not be solicited).

a. Djibouti Telecom is the sole source for internet and telephone lines in Djibouti.

sources as is practicable.

a. This will be posted on the Embassy website for 15 days even though this is a

Djiboutian Government Owned company and there are no other potential bidders.

7. A determination by the Contracting Officer (CO) that the anticipated cost to the

Government will be fair and reasonable.

a. Contracting Officer determi ned that the anticipated cost to the Government would

be fair and reasonable. Even if we pursued a satellite provider for our services no

provider will be able to provide the services for the funds available. The average

rate per Mbps ranges from $11, 000.00 to $12, 000.00 with the much slower

service. Djibouti Telecom's rate per Mbps $2, 715.25 with a much faster service.
