Description of the Assignment: 60 days spread over 5 months.The overall purpose of this consultancy is to develop a to develop a modern, end-to-end CPI and PPI compilation system that replaces the outdated PIPS, aligns with current international methodological standards (COICOP 2018 and CPC v2.1), and enhances the Ministrys capacity to produce accurate and timely price statistics. The assignment also aims to improve existing data collection and processing methodologies, migrate historical data, and provide comprehensive documentation and staff training to ensure institutional sustainability. The consultancy will focus on the full lifecycle of CPI/PPI system development and methodological improvement, delivered in close collaboration with the Ministrys Prices Unit. The scope encompasses the following areas: I. System Assessment and InceptionConduct a comprehensive review of the existing PIPS and current CPI/PPI compilation methodology, identifying technical deficiencies, methodological gaps, and areas requiring improvementAssess alignment with the 2018 COICOP revision and ISIC v4/CPC v2.1 classifications, and document required changesPrepare an Inception Report detailing findings, a recommended technical architecture for the new system, a workplan, and key milestonesII.
