Togo adopted in 2010 its first Education Sector Plan (PSE) to create an operational framework for education development and intervention of partners, with a view to achieving universal primary education. To ensure the steering of the sectoral plan, the Togolese State has taken Decree N ° 2012-007 / PR of 07 March 2012 setting the institutional framework for steering the Sector Plan of Education. This decree creates in its Article 8 the Permanent Technical Secretariat (STP) as the body which ensures, on behalf of the sectoral committee of coordination and follow-up, the coordination of the implementation of all the activities of the PES. The STP is attached to the Minister of Primary and Secondary Education and its tasks are specified in Article 8 of the Decree.

In 2012, a permanent Technical Secretary was appointed and gradually the service took shape. From 2012 until today, meetings of the PES CSP bringing together the Technical and Financial Partners of the education sector and the Ministries in charge of education, are organized with a lack of regularity. Joint sectoral education journals are organized annually. Only one department has a CMCS and no CRCS or CLE has been identified.

Togo wished to revise its last Education Sector Plan in order to take into account several reforms undertaken in recent years in the education sector and to make a new state of affairs of the educational system. The PES revision process is therefore underway and, as such, it is planned to carry out a study on sectoral steering which will feed the new PSE 2020-2030.

Main objective

Make a state of play on the situation of sectoral steering of education in Togo since the adoption of the PES 2010-2020 and make realistic recommendations to increase efficiency and capitalize on the interventions that have been made to strengthen the coordination of the education sector and monitoring the implementation of the ESP.

Specific objectives

Analyze the system put in place for the management of the PSE at central and decentralized level;
To assess the coherence, relevance and implementation of Decree N ° 2012-007 / PR of 07 March 2012 setting the institutional framework for steering the sectoral plan of education;
Analyze the discrepancy between the planned steering system and the one actually put in place and the bottlenecks justifying these differences;
Identify the strengths and weaknesses (dysfunctions) of the sectoral steering mechanism at the institutional, human, material and financial levels;
Make realistic recommendations for more functional, efficient and effective sector steering for the new 2020-2030 PES
To qualify as an advocate for every child ...

The consultant will:

Justify of a university degree of Bac +5 at least in human and social sciences; educational sciences, evaluation, or related disciplines;
justify an experience of at least 10 years in the sector of support and institutional analysis;
justify at least 5 years` experience in evaluating project management systems / education sectors;
justify a very good familiarity with the educational systems and their steering mechanisms;
make themselves available to perform this work over a period of 90 non-consecutive working days from the signing of the contract;
have excellent editorial and communication skills with strong interpersonal and presentation skills;
have a good command of French (spoken and written).
Good knowledge of institutions in Togo will be considered an asset
The consultant will have to work in a strong spirit of collaboration by ensuring the full participation of stakeholders. More particularly:
