1. Context / Justification
The Republic of Djibouti was one of the first countries to accede to the Convention on the Rights of the Child (CRC) in December 1990, one year after its adoption by the United Nations General Assembly. Since then, officials from the Ministry of Justice, the Ministry of the Interior, civil society and the UNICEF team have been working to promote children's rights in the Republic. In parallel, Djibouti has adopted its first Code for the Legal Protection of Minors (CPJM) which is now the legislative basis on which the child justice system must be articulated. The scope of application of the CPJM extends not only to the child "accused or convicted", but also to the child "in difficult or endangered situations",
In 2015, UNICEF and relevant ministries conducted an analysis of the bottlenecks of the juvenile justice system. The results of the analysis highlighted the lack of specialized services for children in the police and the gendarmerie and the absence of alternative sentences to detention for social rehabilitation. The analysis recommends the elaboration and the integration of a module on the rights of the child from the initial training (new recruits) of the security forces.
It is in response to these recommendations that UNICEF has undertaken to train a team of trainers from the Gendarmerie Nationale and the National Police to integrate a training module on children's rights in the initial training of gendarmes within of the International School of Judicial Police Practice (EI3PJ) and police officers at the Police Academy Idriss Farah Abaneh (APIFA). The primary purpose of the program was to train trainers of the gendarmerie and the police on the protection of the child especially on the rights of the child, the fundamental principles of the protection of the child, the care of the child. child in conflict with the law and the care of the child victim of violence. Following the training, Trainers with the help of international expertise have developed training modules that have been integrated into initial and continuing education programs. This training was divided into three phases, the first one was dedicated to child protection, the second to training techniques, and the third to the development of child protection training modules. in order to integrate it into the training curriculum of the OPJ. Finally, the trainers with technical support trained about twenty OPJ on child rights and child protection as focal points. the first was dedicated to the protection of the child, the second to training techniques, and the third to the development of child protection training modules with the aim of integrating it into the curriculum. training of the OPJ.
