Tender Details

Tenders are invited for International Consultant: Project Manager Construction Vaccine Warehouses (Kinkole and Kisangani) in the DRC, SSA, P-3, Kinshasa.

1. Background:The Government of the Democratic Republic of Congo (DRC), as part of the strengthening of the vaccine supply chain, benefited from the support of Gavi for the construction of a modern warehouse in Kinshasa and two others in Lubumbashi and Kisangani aimed at strengthening cold chain storage capacities and the availability of vaccines and other health products. To facilitate the implementation of these infrastructures, buildings and equipment, a grant agreement was signed between the Ministry of Health, GAVI and UNICEF. This is a framework that indicates UNICEF's responsibility to strengthen the supply chain through Gavi / RSS II funding. The construction work of the modern Kinkole warehouse, started in February 2016 were fully completed in July 2018. The official opening of the Hub was organized on 10 October 2018, under the chairmanship of the Deputy Prime Minister and the Minister of Health in the presence of the Deputy Executive Director of the Hub. Gavi came for the occasion, and many other national and international personalities. However, it is important to point out that the operationalization of the Kinkole Hub, inaugurated since October 10, 2018, is encountering some difficulties, particularly in the operation of cold rooms mainly related to the Hub's electricity supply problems. In fact, the connection of the Kinkole Hub to the SNEL power grid has been effective since the end of October 2018. Despite this connection, the cold rooms are not yet operational following, in particular, problems related to the instability of the electric current provided by the SNEL and to untimely cuts. With regard to the construction of the decentralized warehouses of Kisangani and Lubumbashi, the works, launched in June 2018, had been suspended on July 24, 2018 by the Ministry of Health. The suspension of construction work on the Kisangani Hub was lifted on March 28, 2019 by the Ministry of Health. The actual resumption of the construction works took place on May 23, 2019.
