Context
Over the past decade, Comoros has been facing a proliferation of various forms of exploitation directed against children. With a view to combating violence against children, since 2004, UNICEF has been assisting the Government of the Union of the Comoros in setting up listening and care services for child victims of violence. To date, three listening services are operational, including one in each island. Among the functional sites, the Service of listening and protection of the children victims of violence of Ngazidja which was put in place by the UNICEF, the Autonomous one of Ngazidja and the Comorian Association of the Well-being of the Child (ASCOBEF) in 2004. Since 2011, this service is integrated into the General Directorate of Social Affairs of Ngazidja. It is managed jointly with the association ASCOBEF. The objectives of this service of listening are notably to sensitize the population to denounce any case of abuse and maltreatment against the children, and to ensure a medical and psychological care of the child victims and to initiate legal action against child abuse perpetrators.

The Ngazidja Listening and Protection Service for Children and Women Victims of Violence has always benefited from the financial and technical support of UNICEF since its creation. Fourteen (14) years after its creation, Ngazidja's Service for the Listening and Protection of Children and Women Victims of Violence has grown. It has a local and a staff assigned by the Executive of Ngazidja. However, this service faces several challenges including the lack of skills of staff, delays at the public prosecutor's office in handling cases of sexual assault on minors, the frequent involvement of intermediaries in cases with the courts in favor of aggressors on the minors, favoring their release before the judgment of their sentence. It is also faced with the inadequacy of the state structures responsible for the leadership and coordination of the child protection system, the collaboration between actors at all levels and the lack of financial resources. Evaluation team
The evaluation will be conducted by an international consultant for a period of approximately fifteen calendar days. The consultant will rely on the services of the Listening Service Steering Committee. The International Consultant will be based in Moroni in Grande Comore.

Expected products
The International Evaluation Consultant must submit to the steering committee, less than two days after the signature of the contract, the methodological note and the implementation plan for the terms of reference of this evaluation. He is also expected towards the end of the mission to the Comoros, to animate a workshop to present the report draft and to collect the comments and contributions of the audience for the finalization of the document.

The final evaluation report must be written in French, with an executive summary of the main conclusions and recommendations for actions, for a maximum of 40 pages (excluding annexes).

Supervision of the evaluation
The work of the evaluation of the listening service will be conducted under the joint supervision of the Director General of Social Affairs of the Autonomous Island of Ngazidja and UNICEF. The Listening Service Steering Committee will oversee the implementation of the evaluation exercise. For UNICEF, the international consultant will be supervised by the Deputy Representative with the assistance of the Protection Program Administrator.

Location and working condition
