1. Context

Over the past decade, Comoros has been facing a proliferation of various forms of exploitation directed against children. With a view to combating violence against children, since 2004, UNICEF has been assisting the Government of the Union of the Comoros in setting up listening and care services for child victims of violence. To date, three listening services are operational, including one in each island. Among the functional sites, the Service of listening and protection of children victims of violence of Ngazidja which was put in place by the UNICEF, the Autonomous one of Ngazidja and the Comorian Association of the Well-being of the Child (ASCOBEF) in 2004 Since 2011, this service is integrated into the General Directorate of Social Affairs of Ngazidja. 2. Objectives of the consultation.

The objectives of this evaluation are:

§ Analyze the relevance and effectiveness of the listening and protection service for children and women victims of Ngazidja violence;

5. Evaluation team

6. Expected products

The International Evaluation Consultant must submit to the steering committee, the methodological note and the implementation plan for the terms of reference.
