1. Background and rationale

Since May 08, 2018, the Democratic Republic of Congo (DRC) has declared an epidemic of Ebola virus disease. This epidemic was evaluated as an event with a grade III public health impact with an import risk for the 9 neighboring countries including CAR. EVD preparedness assessment conducted in May 2018 demonstrated that the country needed to make efforts to develop minimum and additional requirements through the implementation of epidemiological / laboratory surveillance measures. communication and community mobilization, capacity building of staff and community. 2. Purpose and Objectives

The International C4D-Ebola Consultant will coordinate, animate and guide the communication and community mobilization of the prevention of EVD but also collaborate with the emergency and WASH section, including with the clusters. The consultant will work closely with the head of the C4D section as well as all members of the Ebola Task Force within UNICEF. The consultant will lead and / or participate in external meetings (including those of the COUSP) in support of the partners. It will be required to carry out field missions for the establishment, monitoring and evaluation of key partnerships.

3. Tasks, Expected Results and Time Limits

§ Participate in all meetings of the Public Health Emergency Operations Center (COUSP);

§ Support government and civil society actors to update a contingency plan with specific focus in relation to WASH and emergency situations;

§ Provide technical assistance for the planning and implementation of EVD prevention communication activities in the field;

§ Establish a mapping of the actors in the south-west zone of the country with a view to implementing actions relating to emergencies, WASH and C4D;

§ Prepare a contingency PCA to organize the response;

§ Provide technical assistance on other topics related to C4D and all other public health emergencies: hepatitis E, yellow fever, measles, rabies, monkey pox and polio;

§ Document the actions undertaken.

4. Qualifications and Knowledge:



Qualifications and Knowledge:
- Have at least 6 years of experience in social mobilization communication related to polio and Ebola virus disease
- Have a good experience in primary health care or in health promotion
- Have a mastery computer tools especially the Windows platform (Word, Excel, PowerPoint, Internet, etc.).
