The specific objective of the technical assistance (TA) is to strengthen the institutional capacity of the Ministry of Finance and Budget in order to support the implementation of the Strategic Plan for the Reform of Public Finance Management (PFM) 2022-2026, in particular for the operationalization of refstandards to improve the level of resource mobilization, optimize expenditure execution, strengthen PFM transparency and control, upgrade the PFM information system and strengthen the PFM legal framework.
TA will have to build the capacity of certain departmentskey elements of the Ministry of Finance, such as the Financial Reform Monitoring Unit, the General Inspectorate of Finance, the General Directorate of the Budget, the General Directorate of Taxes and Domains (DGID), the General Directorate of Customs and Rights Indirect (DGDDI), General Managementale du Tresor et de la Comptabilite Publique (DGTCP), and the Legal Affairs Unit.
