Country: AngolaBackgroundThe United Nations Development Programme is implementing the project “Realization of a Just and Inclusive Society” (2018-2025) (Project ID: 00109372), which contributes to national efforts to advance human rights, improve access to justice, and promote gender equality and the empowerment of women and girls in Angola. The project supports the acceleration of the 2030 Agenda, particularly Sustainable Development Goals (SDGs) 5 and 16, in alignment with Angola-s National Development Plans.The project has been implemented through support to legal, policy, and institutional reforms, as well as downstream interventions at provincial, municipal, and community levels to strengthen service delivery, institutional ownership, and inclusive governance. Key partners include national institutions responsible for justice, human rights, gender equality, and territorial administration.To assess achievements, lessons learned, and future opportunities, UNDP seeks to engage an experienced National Evaluator Specialist to conduct the Final Evaluation of the project.Scope of WorkThe consultant will conduct an independent final evaluation covering the period 2022-2025, applying internationally recognized evaluation standards and methodologies.
