Assignment Description
Guinea imports all of its petroleum products and is therefore highly vulnerable to international oil price fluctuations. Fuel prices are evaluated on a monthly basis according to the variations of the international prices, although they were stable for more than 3 years until higher international oil prices forced the Government to raise prices by 20% in July 2018. Before this increase, the government compensated the lower prices by significantly reducing the taxes applied to fuel products, missing an important opportunity to collect funds for development priorities. On the other hand, the increase of fuel prices in July 2018 resulted in the increase of the cost of basic goods and transport. The increase triggered a series of protests that lasted several days. Since then, prices have seen several variations (increases and decreases) of less than 5%.
With the goal to enhance the transparency of fuel pricing, the Government is currently working with the World Bank to develop and implement a communications plan to support the reform of fuel prices in Guinea. The communications objectives will be to: i) explain to the population how fuel prices are determined based on international prices; and ii) explain the negative impacts of low taxation. The project, including the development of the communications plan, will be in French.
The communications firm is expected to (i) contribute to development of a communications plan (this work will be led by the World Bank consultants who currently works with the Ministry of Hydrocarbons). The main role of the communications firm will be to make sure the communications plan is adapted to the local context and help define the details of plan, including a precise description of activities and cost estimates adapted to the available budget; (ii) implement the communications plan with all the activities defined in the plan, collaborating with the Ministry of Hydrocarbons and other relevant Guinean government counterparts; (iii) develop talking points to the involved people at the Ministry of Hydrocarbons and other relevant stakeholders and provide training to support media and public communications, based on the communications plan.
The firm (or consortium) must demonstrate solid experience in public communications in Guinea or similar countries. The firm must have local (Guinean) expertise and presence and have proficiency of French and all major Guinean local languages. Knowledge of the Guinean communications sector (TV, radio, civil society networks, etc.) is also essential. The firm must have an expert team that includes a project leader (at least 10 years of experience in communications) and professionals with different competencies required for the implementation of a communications plan: media and communications specialists, social media specialists, social marketing specialists, advertising specialists, campaign specialists, graphic designer(s), audio-visual production experts, web developers, and other relevant competencies.
Interested firms must produce information demonstrating that they are qualified and experienced to perform the services. As such, they must provide references of recent similar services, by including specific examples of communication materials produced for Guinean or similar country audiences (flyers/posters, billboards, TV or radio ads, etc.). Ideally, they will also include a listing of its standard communication services, including indicative prices and assumptions underlying those prices. They will need to provide the CVs and qualifications of the key personnel to be mobilized for this project.
Qualifications of the firm
- Demonstrated extensive communications experience in public communications and campaigns in Guinea, including strategic communications, media, social media, advertising, public relations, political campaigns, digital campaigns, social marketing and related activities.
- Proven expertise in the design and implementation of public awareness and advocacy campaigns on international issues of public interest
- In-depth knowledge of the Guinean context and local experience in "door-to-door" communication methods and strategies, including with civilian leaders, associations, religious groups, etc.
- Proficiency level knowledge of French and major Guinean local languages (Malinke, Poular and Soussou)
- Ability to plan, design and implement communication products and activities (such as print and electronic media products, workshops, stakeholder meetings, group discussions, etc.);
- Excellent writing and presentation skills in French and major languages used in Guinea (Malinke, Poular and Soussou); demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively; proven ability to work in a collaborative, multi-stakeholder team environment;
- Ability to write professional public communication documents quickly; proven experience in at least one similar assignment in the past three years as a similar. Samples written in local languages are required.
- A team of communication professionals consisting of:
o A public communications specialist with at least 10 years of experience in field to lead the multi-functional team implementing the communications plan and to coordinate the work to define the communications plan with the World Bank and Guinean Government, as well as to serve as focal point for all discussions with the government counterparts.
o Technical staff specialized in the production and implementation of graphic materials, audio visual content and materials, advertising, social media marketing, web content development, etc.
