Expression of Interest are invited for Hygiene Promotion and Evaluation Consultancy.

The Government of the Gambia has received financing from the African Development Bank towards the cost of The Climate Smart Rural WASH Development Project and intends to apply part of the agreed amount for this Grant to payments under the contract for Recruitment of a Consulting Firm for the Hygiene Promotion and Education component of the project. This Request for Expression of Interest follows the General Procurement Notice (GPN) for the above project which appeared on the African Development Bank Group’s Internet Website: http://www.afdb.org and in the United Nations Development Business Ref. AfDB1295-11/18 of 23rd November 2018.

The Hygiene Promotion and Education consultancy has the following objectives: i. Providing project beneficiaries in the 144 communities and 2 municipalities with the knowledge and skills to make quality hygiene decisions, ii. Provide the target population (400, 000) the opportunity to gain skills and learn how to live healthy lives. It is expected that the consultants will utilize combination of educational, social, political, environmental, regulatory, or organizational mechanisms that support the actions and conditions to maintain or enhance hygiene. The Consultancy will be in 2 Phases, needs assessment (KAP survey) and strategic planning and Training, hygiene promotion/advocacy phase

The Consulting Firm or NGO shall provide services, among other responsibilities including use of the baseline guidance material which is considered the minimum requirements and develop the appropriate methodology in consultation with the partner institutions (Ministry of Health –Health Promotion and Education Directorate and the Department of Community Development).

The Ministry for Fisheries and Water Resources invites qualified firms/NGOs to submit their Expression of Interest (EOI) in providing these services. Interested firms’ Team leader shall possess master’s degree in public health, Health Promotion or relevant fields /Environmental Health; with experience leading Health/hygiene promotion activities Other Team Members must have at least First Degree in related field with extensive experience in rural Water, Sanitation and Hygiene programs; Masters will be an added advantage. The other team members shall be qualified in the professional field in which they are to carry out their duties. All members must have excellent English speaking and writing skills as well as knowledge of at least one local language. The consultancy will last for a period of 36 months.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “procurement Policy framework dated October 2015, which is available on the Bank’s website at http://www.afdb.org
