1. Background

The Federal Republic of Somalia has received financing from The World Bank through the Ministry of Finance (MoF) toward the cost of the second Recurrent Cost & Reform Financing Project (RCRFP II) that focuses on institutional reform and core systems strengthening. Hirshabelle State of Somalia Ministry of Finance is implementing the Project is responsible for implementing the project in the State.

The project has been designed to offer a platform for engagement and dialogue on core economic governance issues, including: (a) a strengthened fiscal and budgetary framework; (b) effective service delivery in education and health; (c) laying the foundation for inter-governmental financing framework; (d) increased transparency in budget management, salary payment and HR systems, procurement, and Public Financial Management; and (e) promoting greater public access to information. A Public Financial Management Reform Coordinating Unit (PFMRCU) at the FGS is anchoring the overall reform and capacity building efforts including the implementation of the RCRF II project. To ensure consistency and efficient coordination, there is need for an RCRF Project Manager, who will be responsible for day-to-day coordination of the project activities in Hirshabelle State, specifically, in education and health to ensure proper sequencing, monitoring, and reporting on all activities funded under the project. The Ministry of Finance of Hirshabelle State of Somalia intends to apply part of the proceeds of the Grant to hire an Individual Consultant to manage and coordinate the project activities in the State.

2. Scope of Work and Responsibilities:



The Consultant shall perform the following key functions among others: In close coordination with the PFM Reform Coordination Unit (PFMRCU) at Ministry of Finance, FGS, assist, prepare and follow through a phased programme of actions to ensure coordination of efforts in implementing the RCRF project in Hirshabelle State of Somalia; Initiate and coordinate the preparation of annual work plans and budget of the various beneficiary agencies; Facilitate the implementation of activities planned under the RCRF II Project, in accordance with the Grant Agreement (GA) and subsidiary agreement with the FGS; Facilitate the work of the External Assistance Fiduciary Section (EAFS) in the Ministry of Finance.

The responsibilities of the Consultant shall include all the tasks listed in the terms of reference provided.

3. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

A relevant postgraduate qualification with a minimum of 5 years of related work experience in a fragile country and technical leadership in PFM environment; proven capability in Ministry, Department and Agency planning and government policy formulation; knowledge of Somalia generally and the sensitivity to the underlying state of fragility and the prevailing adversity in particular; ability to lead a multi-disciplinary project management team, effective working relations with colleagues and clients, and strategic management of project team at national level; Proven experience in coordinating, cooperating and negotiating with highlevel Government officials, donor partners and local stakeholders.

4. Duration:
The duration for the assignment is 12 months, renewable based on satisfactory
performance.
5. The Ministry of Finance now invites eligible individual Consultants to

6. The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21
of the World
Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment
Financing Goods, Works, Non-Consulting and Consulting Services dated July
2016 and revised in November 2017 and August 2018 (“Procurement
Regulations”) setting forth the World Bank’s policy on conflict of interest and
eligibility.
7. A Consultant will be selected in accordance with the Individual Consultants
selection method set out in the “Procurement Regulations”.
