The Guinean health systemcontinues to face significant challenges in providing access to essentialhealth products, particularly in rural and remote communities. Despite ongoingefforts from the Ministry of Health and Public Hygiene (MSHP) and the supportof various partners, frequent stockouts and delays in delivery persist, especially at the peripheral health facility level. Past strategies to improvethe supply chain have made some progress, but critical bottlenecks remain inthe last-mile distribution stage, which is vital for efficient healthcaredelivery.To address these persistentlogistical and organizational barriers, the World Bank seeks to hirespecialized consultants to thoroughly evaluate last-mile distribution inGuinea. This comprehensive assessment will include identifying the strengths, weaknesses, opportunities, and threats (SWOT analysis), as well as formulatingactionable recommendations. The focus encompasses a range of essential healthproducts, including medicines, maternal and child health supplies, and inputsfor combating diseases such as malaria, HIV/AIDS, and tuberculosis.As part of a broader strategy, the MSHP, in collaboration with the SWEDD project, launched a last-miledelivery (LMD) pilot project in selected districts (Labé, Kankan, and Faranahregions) to test innovative delivery models aimed at overcoming last-milechallenges. The pilot-s primary objective was to ensure reliable and efficientdelivery of essential goods to underserved areas. Following an initial nationalevaluation in January 2025, there is now a need for an independent externalreview to assess the pilot-s performance, extract key lessons, and provideevidence-based recommendations for potential scale-up or adaptation of the LMDmodel.
