ASSIGNMENT DESCRIPTION
IFC`s Client is one the largest animal protein producers in Zambia and in Africa. The company`s operations are vertically integrated and include livestock farms, crop farms, animal feed facilities, slaughterhouses as well as own distribution and logistics chains for beef, chicken, pork, eggs, dairy product and feed. IFC will be conducting a lifecycle GHG footprint assessment of the Clients operations at several facilities, applying the FAOs GLEAM methodology to identify products and supply chain elements that affect the overall productivity and footprint the most (the Project).
The Project shall develop a customized GHG assessment tool and climate footprint monitoring guidelines for the Client and conduct a pilot assessment of the footprint across some of the Clients systems and operations. The latter shall include benchmarking of climate performance and highlighting of recommended areas for improvement and application of best-practice climate solutions.

GHG ASSESSMENT TOOL FOR ANIMAL PROTEIN PRODUCER IN ZAMBIA

TERMS OF REFERENCE (TOR)

A. Context

IFC, a member of the World Bank Group (WBG), is the largest development institution focused

on the private sector in developing countries. IFC offers a diverse array of Advisory Services

that complement its investment activities, including in Manufacturing, Agribusiness and

Services (MAS). The MAS advisory team provides services to clients that help enhance

performance and environmental sustainability, as well as accelerate development of

renewable energy markets and catalyze private sector investment in clean energy

technologies, resulting in improvement in competitiveness and leading to reduced greenhouse

gas (GHG) emissions. The Energy and Resource Efficiency team develops customized

solutions and replicable approaches that help companies reduce energy and water use,

minimize waste, and deploy climate-smart technologies to improve performance and

competitiveness.

In 2018-2019, IFC has partnered with United Nations Food and Agriculture Organization

(FAO) and a number of reputable research institutions to develop a carbon footprint

assessment tool (http://gleami.org/) based on the GLEAM methodology

(http://www.fao.org/gleam/en/) and available baseline data on animal production parameters.

The methodology and tool are currently being piloted with several IFC clients globally.

company-s operations are vertically integrated and include livestock farms, crop farms, animal

chicken, pork, eggs, dairy product and feed. IFC will be conducting a lifecycle GHG footprint

The Project shall develop a customized GHG assessment tool and climate footprint monitoring

guidelines for the Client and conduct a pilot assessment of the footprint across some of the

Client-s systems and operations, with focus on a specific complex. The latter shall include

benchmarking of climate performance and highlighting of recommended areas for

improvement and application of best-practice climate solutions.

IFC is seeking to contract a firm (the Consultant) to develop the customized GHG assessment

tool, develop the climate footprint monitoring guideline and conduct the pilot assessment.

B. Objective

The objective of the assignment is to develop a customized GHG assessment tool applicable

to the Client-s operations and pilot the tool on a specific complex. The Tool, in conjunction with

supporting guidelines, benchmarks and best-practices, shall enable the Client to assess the

GHG footprint across all their operations and identify opportunities to reduce GHG emissions.

C. Scope of work

The Consultant shall utilize real-life data from the Client-s facilities to refine the methodology

and design the tool, while piloting the GHG assessment with the Client, by performing the

following Activities:

1. Review of the GLEAM methodology and updating conversion formulas with proxy

values that best align with the specifics of the Clients- operations at selected facilities including

but not limited to:

- baseline herd parameters (fertility and mortality rate, weaning age, weight gain, target

carcass weight etc.);

- feed production and ration (feed components, nutrient value, feeding routines etc.);

- feed crops (irrigation technique, fertilizer types and application, energy and fuel use by

equipment etc.);

- animal production (animal housing & maintenance, veterinary practices, manure

excretion and handling etc.);

- post-farm operations (dairy production, slaughtering and processing energy and fuel

use, waste treatment, energy and fuel use for transportation and logistics and at retail facilities

as relevant).

2. Pilot calculation of the GHG footprint within a selected system boundary, geographic

locations and types of protein. High-level benchmarking vis-à-vis international comparators

(Latin America, China, South Africa) and assessment of the climate impact of the recently

implemented and planned process and equipment upgrades at the Client-s facility. Highlight

recommended areas for improvement and the application of best-practice climate solutions.

3. Development of a user-friendly software tool (the Tool) that enables periodic reassessment of the GHG footprint at all or any locations and production systems at the Client-s

facilities, with an option for what-if analysis for application of the interventions that have climate

impact, and an option to adjust baseline assumptions affected by the herd performance

parameters.

4. Development of the guidelines for follow-on periodic footprint assessment, monitoring

and development of climate-smart solutions.

The Tool would be based on the GLEAM-i tool developed by the WBG and FAO, which would

also be used for the pilot assessment under activity (2) above.

The focus of the activities will be on the Client-s integrated operations at a specified complex

and its related supply chain. Specifically, the following value chains and key elements are to

be included within the system boundaries:

a. Beef production: animal production at Client owned feedlots (with sourcing from third

parties and own ranch), fattening at the feedlot, feed production and mixing, slaughtering,

processing, packaging, cold chain and selling at the Client-s retail outlets;

b. Poultry production: breeding and hatching (including outgrowers), animal production,

feed production, slaughtering, processing, packaging, cold storage and distribution through
