GENERAL PROCUREMENT NOTICEMALAWI AGRICULTURE PRODUCTIVITY PROGRAMME FOR SOUTHERN AFRICA(APPSA) MINISTRY OF AGRICULTURE AND FOODSECURITYLoan No. 52IDA52030Project ID No. P094183 The Government of the Republic of Malawi through Ministry ofAgriculture and Food Security (MoAFS) has received a loan from the International Development Agency (IDA) in the amountof US$ 29, 800, 000. 00 equivalent from the World Bank toward the cost of Agricultural Productivity Programme for Southern Africa (APPSA), and it intends to applypart of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
The Project Development Objective is toimprove the availability of agriculturaltechnologies within and across SADC countries.
The project will include the followingcomponents; Component 1: TechnologyGeneration and Dissemination. This will focus ontechnology generation and dissemination activities associated with the commodity or commodity group being targeted by RegionalCentres of Leadership (RCoLs). Component 2: StrengtheningRegional Centers of Leadership (RCoLs).
The component will support activities tostrengthen the core capacity of the RCoLs. Component 3: Coordination andFacilitation.
The component will finance three maincategories of activities and these will include National level research coordination and management, Regional facilitation, Research & Development policy analysis and dialogue.
The Project will undertake the following procurements;Construction of Conference centers, offices, laboratories, warehouses and guest housesProcurement of Information Technology equipment like computers andprintersProcurement of vehicles and tractors Procurement of contracts financed by the World Bank will beconducted through the procedures as specified in the World Bank''s Guidelines: Procurement under IBRD Loans andIDACredits (January 2011), and is open to all eligible bidders as definedin the guidelines. Consulting services will be selected in accordance with the World Bank''s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011). Specific procurement notices for contracts to be bid under theWorld Bank''s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, asthey become available, in UNDevelopment Business, dgMarket, and local newspapers in Malawi. Civil Works: Construction of a Regional Centers ofLeadership (RCoL), construction andrehabilitation of irrigation schemes and rehabilitation of offices and laboratories of several researchstations. ConsultingServices: Architectural and engineeringdesign for construction and rehabilitation works, supervision of works, technical assistance for (i) handling laboratory equipment, (ii) establishment of scientific data base, (iii)research and management and financial and M&E audits. Procurement of contractsfinanced by the World Bank will be conducted through the procedures as specified in the World Bank''s Guidelines: Procurement under IBRD Loans and IDA Credits (January 2011), and is open to all eligiblebidders as defined in the guidelines.
