Republic ofDjiboutiGeothermal Power Generation ProjectEnergy sectorGENERAL PROCUREMENT NOTICECredit No: 5262-Dj. /TF No. /Grant No: Project ID No: P127143 The Republic of Djibouti has received financing in the amount of US$ 6 million equivalent from theInternational Development Association (IDA) and US$ 6.04million from the Global Environmental Facility Trust Fund toward the costof the Geothermal Power Generation Project, and it intends to apply part of the proceeds to payments for goods, works, relatedservices and consulting services to be procured under this project. This project will be jointly financed by the African Development Bank, the OPEC Fund for International Development (OFID), the Agence Française de Développement (AFD) and the Energy Sector Management Assistance Program (ESMAP).The Project supports an exploratory well drillingprogram. Provided that the geothermal resource is provento be commercially viable for large-scale power generation, a follow onproject will be undertaken to competitively offer the geothermal resource to the international Independent Power Producermarket.The project will include the following components:Drilling Program: this component includesthe provision of works, goods and consultants''services for: (i) civil engineering preparatory works necessary for the execution of the drilling program (financed by AfDB); and(ii) execution of the drilling program (jointly co-financed by GEF, IDA and OFID); (iii) steel material needed during the executionof the drilling program; (financed by AFD) and (iv) for the inspection and testing of reservoir flow rates (financed byESMAP).Technical Assistance for the DrillingProgram and Project Management (financed by AfDB) to: (i)design the drilling program and well test protocol by a geothermal consulting company; (ii) execute the well test protocol andensure third party certification of the results of the drilling program; and (iii) preparation of a technical feasibility study forthe geothermal power plant provided that the geothermal resource is suitable for power generation.Procurement of contracts financed by the World Bank will be conducted through the procedures asspecified in the World Bank''s Guidelines: Procurement under IBRD Loans and IDA Credits (January 2011 edition), and is open to alleligible bidders as defined in theguidelines.Prequalification of contractors will be required for the drilling program to be performed by adrilling services company.A specific procurement notice for prequalification of contractors to be selected under the WorldBank''s international competitive bidding (ICB) procedures will be announced shortly, as it becomes available, in UNDevelopment Business online Interested consultants may obtain furtherinformation at the address below during office hours from 7:00 AM to 14:00PM (local time).
