Tenders are invited for Food and Drink Vendor.


The U.S. Diplomatic Mission (USDM) in Kinshasa, Democratic Republic of Congo, is soliciting proposals from local food/coffee vendors to provide coffee and limited menu options at the three distinct locations in the Gombe section of Kinshasa.

The USDM will enter into a written Memorandum of Agreement (MOA) with the selected vendor, henceforth “Offeror, ” for a period of one year, renewable annually.

The hours of operation for each of the three locations shall be:

• Monday to Thursday, 07:00-16:00
• Friday, 07:00-13:30.

The USDM will provide a location for the Offeror’s café cart/kiosk at each of the three sites, power (at no cost), potable water, and access to bathroom facilities for staff. No other compensation shall be provided.

One of the café carts/kiosks may be located in an interior courtyard requiring onsite assembly of the café cart/kiosk structure due to door dimension restrictions. The café carts/kiosks may vary in structure to accommodate the space available at each of the three locations. Possible structures for café carts/kiosks are suggested in the example below. Menu items should appeal to the USDM community and may include (as an example list only) various coffee drinks and other hot/cold beverages, snack items, pastries/croissants, fruits, simple take-away hot/cold lunch item(s), soup, salad, sandwiches, etc. Onsite cooking is not required, and the café cart/kiosk may serve as a distribution point for delivery of a limited menu from a nearby/off-compound kitchen or restaurant.

The selected Offeror shall be allowed to initially operate one café cart/kiosk as a start-up prior to proceeding with the other two. The initial trial period shall not exceed 6 months; thereafter, the Offeror shall commence with setting up the second and third cafés.

The Offerors’ staff will be required to pass a security background check and wear a uniform.

The Offeror shall be responsible for providing all food, beverages, and the physical structures for each café cart/kiosk.

Each offer shall be reviewed by a USDM Committee to determine which Offeror best meets the needs of the Mission.

Each offer must include the following minimum requirements:

1. Provide evidence of past experience in the food service industry.

2. Provide proposed menu options and pricing. Offerors may submit up to 3 proposed menus which should demonstrate what could be supplied/stocked on any given day, but only one proposed menu is required. Proposed menus should include both the menu items and each menu item’s price for any available sizes.

3. Provide a plan of how the café cart/kiosk will be stocked/supplied.

4. Provide a sanitation plan for handling food and maintaining cleanliness of the café cart/kiosk. The café cart/kiosk will be regularly inspected by the relevant health and safety units of the USDM to ensure sanitation standards are maintained.

5. Provide details and a rough drawing/photo of proposed café cart/kiosk structure(s). Structures may resemble the examples below or be of completely original design. 6. Provide details and power requirements of equipment to be installed.

An optional pre-proposal conference/site visit to discuss the requirements of this solicitation will be held on Friday, December 20, 2019 at 10:00 at the JAO Building located at 498 Lt. Col. Lukusa, Gombe, Kinshasa. If interested, offerors should contact kinshasabid@state.gov to register with the contact names, email and phone numbers of up to two persons from each company to attend no later than Thursday, December 19, 2019 at noon. Non-registered vendors will not be admitted to the compound.

Attendance at the pre-proposal conference/site visit is NOT required to submit a proposal for this solicitation.
