The Federal Ministry of Finance, Budget and National Planning of the Federal Republic of Nigeria has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following Services: Feasibility study on enhancing Technical and Vocational Education and Training (TVET) delivery for the agricultural and rural sector in Nigeria”
The present feasibility study is following a pre-study conducted in march 2020 comissionned by the International Network for Agricultural and Rural Training (Réseau FAR – International) and financed by the French Development Agency (AFD). The pre-study, which conclusion will be made available to the shortlisted candidate during the bidding process, has left the Nigerian government and AFD with a better understanding of the needs for renovating and develop the Nigerian ATVET. It has done an analysis of the past and current status of ATVET system in Nigeria in order to bring out its strengths and weaknesses, the opportunities that are open to it as well as the threats that the system faces within the present and prospective context of agricultural development in Nigeria. A proposed action plan was also delivered by the Network and the main outlines of a potential project have been drawn.
The plan envisages the building and strengthening of the foundation of the agricultural sector through i) the initial training and socio-professional integration of young farmers into production agriculture and ii) the continuing training of practicing smallholder farmers to tackle the problems of food security and food self-sufficiency. The study further recommends that in parallel to this, the system should develop and consolidate the training of middle-level agribusiness and value chain operators.
To do so, the pre study propose that renovation of the agricultural technical and vocational training system could start with a pilot phase which will be built on 4 key pillars which provide strategic orientation to the process. These pillars include:
a) Enhance, through investments, training delivery in three Nigerian pilot states (to be selected), .
b) Build robust public-private partnership strategy,
c) Develop flexible and responsive system that is deeply anchored in the territories,
d) Reinforce governance and financing of the ATVET sector at national scale.
In this context, the presentservices of the consultant shall consist of providing the Nigerian Authorities with acomprehensive feasibility study which would allowAFD to offer financing solution to the Agricultural Technical and Vocational Education and Training (ATVET) sector in Nigeria. The study will have two phases :
Phase 1 (firm tranche) : conduct an in-depth technical, economical and organizational feasibility study for the project aiming at renovating ATVET in Nigeria. The Consultant will (i) carry out adetailedassessment of the ATVET and its specific needs in the three targetedNigerian states (list will be provided to the shortlisted firm during the bidding process), (ii) conduct a feasibility study detailing the expected objectives and impact of the project, its content and activities, the needs in terms of physical (rehabilitation, equipment, etc.) and imaterial (technical assistance, capacity building, support to implementation, etc.) investments, the economic and financial assessment of the investment, organization of the stakeholders involves and modus operandi of the project, evaluation of risk (technical, institutionnal, environmental, etc.), proposition of specific intervention for adressingclimate and gender issues, etc.
Phase 2 (optional) : in the event of the signature of a financing agreement between AFD and Nigerian authorities, the Consultant will support the preparationof the project implementation. The objective of this phase will be to support preparation of all the documents required for initating the implementation of the financing (subsidiary agreement to be signed between pilot states and federal state, redaction of the project implementation manual, support for procuring firsts main technical assistance contracts, etc.) as well as providing capacity building to the task forces for project implementation.

The overall volume of this mission is estimated at around 200 (M / D)

Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant(including any JV member) submits or participates in more than oneapplication, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
- a copy of the JV Agreement entered into by all members,
or
- a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
- The contracts size;
- The nature of the Services : feasibility study for the ATVET sector, support to project implementation.
- The technical area and expertise : TVET, agriculture and rural development, employment and policy support.
- The location : Nigeria or other English speaking African countries.
The Client will also take into account for the evaluation of the applications the following items:
- Skills and availability of in-house technical back-up experts provided to the on-site experts;
- Local representatives/partners;
Due to the security risk in the areas where the Services are to be performed, the evaluation of Expressions of Interest will verify that the applications meet the following criteria:
- The Applicant has at least one experience providing services in an area with a similar security risk, for which it shall provide proof of implementation of security measures (invoice or contract with a security service provider, proof of security awareness training before departure on-site, etc.).
- The Applicant has set up internal security management procedures: it shall provide a description of its monitoring system and crisis management system.
- For services provided abroad, the Applicant has entered into an assistance and repatriation contract for its employees: it shall provide the certificate evidencing such contract.
- The Applicant shall describe its standard preparation process for departure on assignment in sensitive areas, and shall attach documents proving its implementation (service orders with related instructions, certificates of awareness-raising or training actions, etc.).
For a JV, its leader and any member that has its registered office outside the Client`s country shall fulfil each of these criteria.
An application that does not meet any of these requirements will be rejected.
Among the submitted applications, the Federal Ministry of Fincne, Budget and National Planning will shortlist a maximum of six (6)Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
