The Government of Sao Tome e Principe (GoSTP) has received fi na nci ng by the African Development Bank (USD 1 million grant from the Sustainable Energy Fund for Africa (SEFA)) toward the cost of the mini hydropower projects support program, and intends to apply part of the agreed amount for this grant to payments under the contract for the feasibility studies of mini-hydro power plants and other connected activities.

The service included under this contract is to provide technical assistance to attract private sector and/or PPP investment on mini-hydro projects. The long-term objective isto reduce the country’s dependence on fossil fuel resources. This programme will (i) ready-made feasibility studies including technical and financial specifications for 2-3 mini hydro sites; (ii) elaboration of environmental and social impact studies; and (iii) co-lead the preparation of the tender documents with project packages and administrating competitive bidding process to solicit additional investment from private sector. The program is implemented by GoSTP through its Ministry of Infrastructure, Natural Resources and Environment (MOPIRNA).

The Ministry of Infrastructure, Natural Resources and Environment (MOPIRNA), through the National
Directorate for Energy (DGRNE), now invites eligible consulting firms to indicate their interest in providing
these services. Interested consultants must provide information indicating that they are qualified to perform
the services (brochures, description of similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of
qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the
African Development Bank’s procurement policy framework (October 2015) and the provisions of the
Financing Agreement, which is available on the Bank’s website at http://www.afdb.org. Please note that
interest expressed by the consulting firm does not imply any obligation on the part of the Government of
Sao Tomé e Principe to include it in the shortlist.
