Expression of Interest are invited for Cote d'Ivoire Farmer & Cooperatives Surveys.
1.Background
Despite the decade-long civil war that ended in 2011, Cote d'Ivoire has remained the world's top cocoa exporter, producing about 40% of the world's crop. Cocoa is produced by between 800, 000 to 1.2m smallholder farmers and supports the livelihoods of 8m people. In 2017, record cocoa production led to a slump in world prices due to global oversupply for the second year in a row adding to the vulnerability of smallholder livelihoods. Cargill is one of the top 10 global cocoa traders and is one of the top two players in Cote d'Ivoire, with an annual sourcing volume of 200, 000 MT (20% market share). It was one of the first traders to recognize that the existing cooperatives in Cote d'Ivoire are a crucial link in the cocoa value chain, bridging the gap between farmers and markets, and often providing the only support services and goods available to farmers. Despite the 2017 cocoa price crisis, Cargill's commitment to cooperatives ensured that it was one of the few traders that continued to buy from cooperatives, received permission from the regulatory body (Conseil Café Cacao) to export beans, and was able to pay farmers the contracted prices.
A new IFC-Cargill project aims through interventions such as training of cooperatives as well through promoting digital financial services, and access to finances through the digitization of farmer payments to achieve the following objectives:
(i) Develop professional and financially viable cooperatives that can provide and manage a broader range of products and services to their members, including loans, and qualify for medium-term commercial finance;
(ii) Scale up cooperatives' and farmers adoption of digital finance solutions, while working with key market players and decision makers to help develop market business models, knowledge, and expertise;
(iii) increase access to commercial credit for coops and farmers;
(iv) equipping farmer organizations to enhance women's economic empowerment through their services; and
(v) establish an enabling financial environment in country.
2. Objective
Overall objective of this assignment is to evaluate and estimate the impact of the IFC-Cargill project interventions on cooperatives and their farmer members. The evaluation should answer the following core questions:
- What are the impacts on farmer livelihood outcomes (poverty, income, HH nutrition/food security, women's economic empowerment)?
- How does the training of cooperatives impact their professionalization?
- How do advanced and improved business and financial management capacities of cooperatives impact farmers access to critical agri services and inputs?
- Is there a follow-on effect on farmers agricultural practices and yields?
- What are project effects on cooperative and farmer uptake of digital financial solutions?
- What is the effect of uptake of farmer digital solutions on his or her income, access to and usage of financial services?
- How does increased access to short-term working capital finance impact farmers access to critical agri services and inputs?
