Tender Details

Tenders are invited for Fabrication and Installation of Parboiler and Powder filling Machine for Plantain Flour production for South-South Zonal Office
The Prospective Contractors shall be required to submit the following documents:

a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;

b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years 2016, 2017 & 2018) valid till 31st December, 2019;

c. Evidence of current Pension Compliance Certificate valid till 31st December, 2019:

d. Evidence of current industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;

e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;

f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.

g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Institute of Industrial Research Oshodi or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars:

h. Company’s Audited Account for the last three (3) years- 2016, 2017 & 2018:

i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;

j. Evidence of Firm registration with relevant Professional Body(ies) such as Computer Professional Registration Council of Nigeria and National Information Technology Development Agency (NITDA):

k. For supply of Equipment: Letter of Authorisation as representative of Original equipment manufacturer’s

l. Company’s Profile with Curriculum Vitae of key Staff to be deployed for the project. Including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN ARCON, CORBON etc.);

m. Verifiable documentary evidence of at least three (3) similar jobs executed the last five (5) years including Letters of Awards, Valuation Certificates. Job Completion Certificates and Photographs of the projects

n. List Of Plants/Equipment with proof of Ownership/Lease (where applicable):

o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) Contact Address,

Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS (CATEGORY A & B)

Interested firms for the procurement of Goods and Works are to collect bid documents from the Procurement, 3rd Floor, POD Building, Federal Institute of Industrial Research Oshodi, Lagos between 9:00 am – 3:30 p.m. upon presentation of evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10, 000) per lot in favour of Federal Institute of Industrial

Research Oshodi (FIIRO) by using the Central Bank of Nigeria (CBN) payment gateway platform that can be accessed from the REMITA website at www.remita.net or service.firo.gov.ng/shop/tender-fees-payment. Firms interested in Lot C1 pay at this stage unit after shortlisting
5. SUBMISSION OF DOCUMENTS

INVITATION TO TENDER:

The Completed Tender Documents (both Technical & Financial) are to be enclosed in Two Separate envelopes marked “Technical” and “Financial” and enclosed in a bigger envelope with appropriate project title and Lot No. of the project at top right hand corner and addressed to

INVITATION FOR EXPRESSION OF INTEREST:

Interested firms are to submit two (2) bound of Expression of Interest (Eol) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the DIRECTOR GENERAL CEO as stated above; and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the office of the Director Procurement, Federal Institute of Industrial, Oshodi, P.M.B. 21023 Ikeja, Lagos State not later 12.00 noon, Wednesday, 18th December, 2019.
6. OPENING OF BIDS

Category A & B: Only technical bids will be opened immediately following the deadline for the submission at 12.00 noon, Wednesday, 15th January, 2020 at the Institute Auditorium in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission

4. category A&B: Only Prequalified bidders at technical evaluation will be invited at a later date for financial bid opening, while financial bids of unsuccessful bidders will be returned un-opened;

5. Category C: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;

6. Late submission will be returned un-opened;

7. Bidder shall be responsible for all expenses incurred in the preparation of their Bids

8. Failure to satisfactorily fulfil the conditions as requested above will result to the invalidation of such Tender

9. FIIRO reserves the right to verify the authenticity of claim(s) made by any tendering Company

10. FIRO shall reserve the right to reject any submission based on unverifiable information
