Expression of Interest are invited for Recruitment of a Consultant (Cabinet or Firm) Responsible for the Preparation of the Document National Strategy to Combat Corruption and Assimilated Offenses.

The Government of the Republic of Côte d'Ivoire has secured from the African Development Bank Group, loan financing (ADF and FAT) and grant (ADF and FAT) for the financing of the Support Project for the Economic and Financial Management (PAGEF). Part of the amount of this funding will be used for the remuneration of consulting services.

The purpose of this EoN is to solicit individual consultants to be shortlisted for consultation on " Recruitment of a consultant (firm or firm) responsible for the preparation of the strategy paper". National Anti-Corruption and Assimilated Offenses ".

The implementation of this activity will be conducted under the supervision of the Technical Coordination Unit in liaison with a Scientific Committee chaired by the High Authority for Good Governance, a beneficiary technical structure.

This seven-month mission aims to provide Côte d'Ivoire with a national strategy for the prevention and fight against corruption and related offenses.

In detail, this mission will consist of:

- to review the literature on corruption. It is a question of gathering all the existing information and data, in order to proceed to a precise description of the current situation as regards the prevention and the fight against the corruption and the assimilated offenses in Côte d'Ivoire (this concerns both the studies carried out, activity reports and ratings of the rating agencies, etc.);

- collect additional information through interviews and thematic meetings with stakeholders. To this end, survey questionnaires and / or interview sheets with the various actors / targeted stakeholders will be proposed by the cabinet and validated by the Monitoring Committee;

- establish an analytical diagnosis of the phenomenon of corruption and related offenses in Côte d'Ivoire.The aim is to analyze the information and data collected as part of the inventory to identify the major issues (causes, events, consequences) (hierarchy to be established) that hinder the effectiveness of current policies;

- to identify the stakes and the vision as part of the improvement, over the medium term, of the performance of anti-corruption policy;

- identify the strategic axes and the general and specific objectives assigned to them by integrating the lessons of the benchmark that have been achieved;

- propose an action plan backed by a detailed and realistic budget for the implementation of the strategy;

- propose a results measurement framework and a monitoring and evaluation plan for the strategy;

- propose a resource mobilization plan and a communication plan for the implementation of the strategy;

- establish an institutional and organizational operational framework for the implementation of the strategy under the coordination of the High Authority for Good Governance, integrating the resource mobilization strategy and a communication plan;

- acco m pany the monitoring committee as part of the validation process for each deliverable (diagnosis, action plan, resource mobilization and communication plan);

- produce a summary note presenting the strategy and its PowerPoint format;

- accompany the monitoring committee in the launch ceremony of the strategy in order to present the methodology and the different stages of the strategy development process.

The PAGEF Technical Coordination Cell invites eligible consultants (firms or firms) to apply for the services described above. Interested qualifying consultants (firms or firms) must provide information on their qualifications and experience demonstrating they are qualified to perform the assignment (brochures and other documentation indicating the area of ??competence in public governance, benchmarks for similar benefits (policy design and governance and anti-corruption strategies), availability of qualified staff in governance, planning-programming and monitoring-evaluation).Firms or firms can join together to increase their chances of qualification.
