Expression of Interest are invited for Recruitment of a Consultancy Services for Monitoring and Evaluation.

The Government of Cameroon has applied for financing from the Islamic Development Bank toward the cost of the Agriculture Infrastructure and value Chain Development Project, and intends to apply part of the proceeds for consultant services. The services include the monitoring and evaluation of project implementation activities. This follows the General Procurement Notice (GPN) Published in ‘JEUNE AFRIQUE’ No; 7955 of the 27th August 2017.

The Project Management Unit (PMU) of the Agricultural Infrastructure and Value Chain Development Project (AIVDP), on behalf of the Ministry of Agriculture and Rural Development (MINADER) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information, which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment:

• Develop a monitoring and evaluation system including the elaboration of a monitoring and evaluation manual, and a monitoring information system (MIS)
• Be able to set up a result/performance management framework base on impact assessment indicators
• Production of detail periodic and supervision reports of project activities
• Provide appropriate training and mentoring of the M&E officer in the PMU

Consultants may express interests in the forms of association, validated by an agreement among members of the association, which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy.

A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank financing (current edition).
