Assignment Description
Advisory Services for Enhancing the Financial Sustainability of a Port Authority
The World Bank, funded by the Public-Private Infrastructure Facility, is seeking an international consultant (Consultant) to provide advisory service for enhancing the financial sustainability of a public port in Cameroon. An efficient port sector is one of the necessary conditions for the trade competitiveness and to support the growth agenda. In doing so, the authorities are looking for actions to place the company in a position to be capable of borrowing on capital markets with limited or no sovereign support. Achieving this objective will require meeting certain operational, commercial, financial and corporate governance conditions. At the same time, the current context of COVID-19 and afterwards will be affecting the volume of international trade and the appetite of investors and lenders on certain markets, and thus, the capacity of the port authority tapping into international capital markets for long term financing. This consultancy service is aimed to advise the authorities with a series of recommendations and to assess different scenarios for a sustainable debt financing strategy.
The Consultant is expected to: i) prepare a Financial Recovery Plan, ii) assist in defining an articulating a strategy to mobilize commercial financing under different scenarios, iii) conduct a shadow credit rating simulation to identify weakness and recommendations, iv) review the corporate governance and regulatory framework on issues that can affect the capacity of company to tap into capital markets and v) capacity building activities among other tasks.
The Consultant will be required to have significant knowledge and track-record on the financial analysis of public companies, defining financial solutions and complex debt products in capital markets, and be familiar with credit rating methodologies. The Consultant will also need to demonstrate strong knowledge and understanding of port sector and issues the region.
