Expression of Interest are invited for Event Management Consultant for the Corporate Procurement Division.

The Bank requires the services of an experienced Event Management Consultant to assist in drafting Terms of Reference/Statement of Requirement for the selection of event management companies and to participate as member of Technical Evaluation Team in bid evaluation for the selection of providers of event management services for the Bank.

Fairness and transparency in the selection process require that Consultants or their Affiliates competing for a specific assignment do not derive a competitive advantage from having provided consulting services related to the assignment in question. In this regards, the Consultant selected for this assignment and his/her affiliates will be disqualified to participated in the tender for the selection of events management service providers, as this will give him/her an unfair competitive advantage over competing Consultants.

The duration of the assignment is three (3) months starting mid-August 2018 and may involve presence at the Bank’s Headquarters in Abidjan. However, part of the assignment will be performed remotely and contact may be established by audio or video conference.

Establishment of the short list:
A shortlist of three to six individual consultants will be established at the end of the
request of expressions of interest. The consultants on the shortlist will be judged on
the following criteria on the basis of their resume.
The eligibility criteria, the establishment of a short list and the selection procedure
shall be in conformity with the Bank’s procedure for the acquisition of consulting
services funded by the Administrative or Capital expenditure. Please, note that
interest expressed by a Consultant does not imply any obligation on the part of the
Bank to include him/her in the shortlist.

1. Introduction, Background And Objectives
The General Services and Procurement Department (CHGS) of the African
Development Bank is in charge of implementing and monitoring policies and
programs relating to the procurement of goods, services, real estate and works,
maintenance of the Bank’s fixed assets and equipment, as well as travel,
communication and restaurant services for welfare of internal customers.
The Corporate Procurement Division (CHGS.2) is responsible for centralizing of all
the corporate procurements of goods, services, real estate and works for the internal
use of the Bank, in the Headquarters and Country Offices, and acquiring skills in the
Bank’s procedures relating to the procurement and management of contracts.
CHGS.2’s activities include procuring goods, services, real estate and works for the
Bank’s internal use and managing the related contracts. CHGS.2’s responsibilities
include fiduciary and oversight to ensure compliance with the Bank’s procurement
rules and procedures; developing Annual Procurement Plans for goods, services,
real estate and works to meet the needs of the Bank; delivering on-the-job training
and playing an advisory role on procurement matters to Country Offices; and
enhancing stakeholder’s corporate governance through capacity building and
outreach programs.
The Corporate Procurement Division is looking for a Consultant to provide
operational support to the procurement and contracting functions of the division.

2. . Duties and responsibilities of the Event Management Consultant
The principal objectives of the assignment are to:
(a) Assist the Bank in drafting Terms of Reference/Statement of Requirement
for the selection of Event Management Firms. In this regard, s/he will
gather input from technical staff in various Bank organizational units on
their needs for event management services.
(b) Analyze the data gathered from the meetings with Technical Staff in
order to classify the various events organized by the Bank and determine
the profile of target event management companies and the appropriate
procurement strategies that the Bank should adopt.
(c) Analyze past events in order to arrive at a classification of events
organized by the Bank.
(d) Review statistics of contracts performed in 2016 and 2017 in order to
assess lessons learned.
(e) Educate the Bank about critical issues that may delay adherence to event
management deadline and targets and on best ways to address them;
(f) Educate the Bank on state of art negotiation techniques with hotels to
secure preferential rates for participants to Bank events
(g) In drafting the TORs, the Consultant will ensure that sustainability,
including social aspect and the notion of green meetings are taken into
consideration along with savings.
(h) To ensure maximum impact (response) is achieved by the tender, the
Consultant will employ best practices in event-planning and preparation
of tender specifications. S/he will develop Key Performance Indicators
(KPIs) and Service Level Agreements (SLA) to assess the performance
of event management firms and advise on post-event period in order to
document lessons learned and publicize outcomes.
(i) Assist the Bank in preparing price schedules that are consistent with the
operating mode of event management firms.
3. Accountabilities
The consultant will report to the Principal Procurement, Team Leader of the Support
Services Procurement and Contract Management Portfolio.
